Dear Ms. Dortch:

       This letter is submitted on behalf of Row 44, Inc. ("Row 44") to report the substance of a
telephone conversation yesterday, July 15th, between John Giusti, Acting Chief, International
Bureau, and the undersigned counsel. During the call, the undersigned inquired about the
processing status of Row 44‘s above—referenced application, and reiterated the importance to the
company of expeditious action on the application.

        In particular, as noted in prior discussions with FCC staff, counsel noted that Row 44 has
been paying for satellite capacity and infrastructure that will support its entire aeronautical
mobile—satellite system for many months, but without the user terminals necessary to support the
program financially, a circumstance that cannot be sustained for an extended period. In addition,
it was noted that service providers using terrestrially—based technologies are already in rapid—roll—
out mode, and near—term market entry of alternative providers is crucial to ensure that robust
intermodal competition will develop in the in—flight broadband marketplace.
