("ViaSat") filed a request, pursuant to the Freedom of Information Act, 5 U.S.C. § 552, et seq., and the Commission‘s implementing regulations thereunder, 47 C.F.R. § 0.461, et seq., to inspect a non—redacted version of the detailed report on ground—based testing filed by Row 44, Inc. in connection with the above— referenced applications (FOIA Control No. 2009—346). On May 13, 2009, the Commission adopted an Order to Disclose Pursuant to Protective Order (DA 09—1062) in connection with those applications.
