Dear Ms. Dortch:

Sirius XM Radio Inc. (“Sirius XM”), pursuant to Condition 197(d) of the above-referenced earth
station authorization, hereby notifies the Commission that it performed emergency on-station
telemetry, tracking, and command (“TT&C”) operations in the 4/6 GHz band.

On Thursday, February 19, 2009, Sirius XM’s Quito, Ecuador earth station lost power at 9:47
p.m. ET (1/20/2009 02:47 GMT) and as a result both antennas in Quito stopped tracking and the
telemetry and command links were lost. An antenna on the Ellenwood, GA earth station
assumed the TT&C functions to the FM-3 space station (call sign S2105). The power to the
Quito, Ecuador earth station was restored at 12:04 a.m. ET (1/20/2009 04:04 GMT) and the
Quito antennas were returned to service shortly thereafter.
