Dear Ms. Dortch:

       This letter provides notice on behalf of Row 44, Inc. ("Row 44"), pursuant to Section
1.1206(b)(2) of the FCC‘ s Rules, that on Friday, January 23, 2009, the undersigned counsel had a
telephone conversation concerning the above—referenced applications with Scott Kotler, Chief of
the Systems Analysis Branch, Satellite Division, and Stephen Duall, Chief of the Policy Branch,
Satellite Division. The telephone conference was initiated by Mr. Duall as a follow—up to Row
44‘s January 15, 2009 filing of supplemental information concerning these applications, and its
subsequent request for action in its pending STA request in File No. SES—STA—20080711—00928.

        The main purpose of the call was to discuss the form and content of a possible Row 44 test
plan for the STA operations it has proposed. This discussion focused on the type and scope of the
data that will be gathered, as well as the input parameters in terms of flight dynamics. In this
connection, it was noted that Row 44 has already done extensive ground testing pursuant to its
existing STA covering operations at AeroSat‘s Amherst, New Hampshire facility (File No. SES—
STA-20090106-00004)1, and that this data was submitted to the FCC in its original May 8, 2008

application, with additional data submitted in response to FCC staff requests in August 2008.
Accordingly, additional ground testing at this juncture would be redundant, and would add
nothing to the extensive record already compiled in this proceeding.
