Dear Ms. Dortch:

As outside counsel for AC BidCo LLC (“AC BidCo”), I recently discussed with Commission staff
the above-referenced STA request and amendment in which AC BidCo is seeking authority to
use capacity on the ARSAT-2 spacecraft. These proceedings have been designated as permit-
but-disclose for purposes of the Commission’s ex parte rules.

Specifically, I communicated with Erin McGrath, Legal Advisor to Commissioner O’Rielly, via
voice-mail and e-mail on February 28 and March 1, 2017, and spoke by telephone with Jose
Albuquerque of the Satellite Division on February 27, February 28, and March 1, 2017.

The purpose of these discussions was to emphasize the time-sensitive nature of the STA
request and seek expedited grant so that AC BidCo can meet urgent demand for its services to
air travelers and airline crew members over North America, including in U.S. airspace.
