                                             Exhibit A

Response to FCC Form 312, Response to Question 43

Intelsat License LLC (“Intelsat”) herein amends its pending application to modify the
license for its Hagerstown, MD earth station license, E140121. The antennas described in this
application were originally only intended to support Intelsat 29e (Call Sign S2913) operations.
Intelsat now seeks to also allow either antenna, when not in use as the principal support for
Intelsat 29e, to be capable of communicating with other Intelsat satellites in order to provide
restoration services to other antennas in Intelsat’s Hagerstown, Maryland teleport campus.

Specifically, Intelsat adds frequencies and emission designators to encompass all services
that could be restored from these antennas should the need arise and adds the Permitted Space
Station List to the points of communication for both antennas.

This amendment also corrects an error in Intelsat’s pending E140121 application.
Specifically, Intelsat’s pending application contains an error in the K77 entry for Total EIRP for
all carriers (field E40). Intelsat corrects this information to reflect the appropriate value of 88.0
dBW.

Finally, Intelsat notes that none of the above changes affect either the radiation hazard or
the frequency coordination reports. The latter contain correct EIRP levels and the new
frequencies added by this amendment are within the analyzed ranges.
