Dear Ms. Dortch:

        On September 23, 2010, Anthony J. Navarra, President, Global Operations, and L.
Barbee Ponder IV, General Counsel and Vice President of Regulatory Affairs, of Globalstar, Inc.
(“Globalstar”) and the undersigned (via teleconference), had a meeting with Gardner Foster, Karl
Kensinger, Robert Nelson, Rod Porter, and Cassandra Thomas, of the International Bureau.
They discussed the status of the requests for STA filed on September 22, 2010 in the above
referenced files, along with the underlying earth-station authorization application filed on
December 21, 2009. Globalstar representatives also provided an update on progress toward
finalizing Globalstar’s French authority to operate its second-generation satellite constellation,
and urged the International Bureau to grant Globalstar’s pending applications for reasons given
in written pleadings.

        On September 24, 2010, L. Barbee Ponder IV, Paul Monte, Vice President, Engineering
and Product Development, Brinda Shah, Manager, Systems Analysis, of Globalstar, and the
undersigned, participated via teleconference with Bill Bell, Karl Kensinger, and Robert Nelson,
of the International Bureau. They discussed the requests for STA filed on September 22 and 23,
2010, in the above referenced files, including technical information concerning those requests.
