On behalf of the United States Trade Representative (USTR), I am reqdcsting that the Federal Communications Commission (FCC) delay granting any fimal authorization of the satellite earth station application cited above to use the Express—3A Satellite. | 1 | The basis of this request is similar to the request USTR submitted in February 2005, namely that the United States is currently negotiating the terms of the Riussian Federation‘s accession to the World Trade Organization.
