Because no party has submitted comments with respect to Bocing‘s pending application this is an unrestricted proceeding. Bocing filed an application to extend Special Temporary Authority ("STA") to operate the Connexion by Boemgg" (*Connexion") Acronautical Mobile—Satellite Service (*AMSS®) system at an ageregate off—axis c.irp. 1 dB higher than permitted by its current liense."" In support of the extension request, Bocing submitted technical information related to aggregate off—axis eirp. spectral density testing, utilization and control demonstrating that the Connexion system effectively controls off—axis e.rp. density in compliance with its current authorization. Through this filing, Bocing incorporates by reference the technical materials filed with the Extension Request into the above—reference procecding.
