Dear Ms. Dortch,

        For the reasons stated below and in the original STA requests (FCC File Nos. ITC-STA-
20110315-00070 and SCL-STA-20110315-00007) and associated foreign carrier affiliation
notifications (FCC File Nos. FCN-NEW-20110315-00002 and FCN-NEW-20110316-00003, as
modified by August 20, 2012, amendments reflecting Independent Samoa’s membership in the
World Trade Organization), American Samoa License, Inc. (“ASLI,” FRN 0001843432) and
AST Telecom, LLC, d/b/a Blue Sky Communications (“Blue Sky,” FRN 0007435902) (together
with ASLI, “Applicants”) respectfully request that the International Bureau extend the above-
referenced STAs for an additional six months. Since the International Bureau granted the
original STAs, it has completed a pleading cycle but has yet to act on the underlying foreign
carrier affiliation notifications. The Applicants require extension of the STAs in order to permit
their continued provision of services on the Samoa-American Samoa route while affiliated with
Bluesky Samoa Limited (formerly known as SamoaTel Limited) as a consequence of transaction
consummated on March 31, 2011. ASLI and Blue Sky had inadvertently allowed the above-
referenced STAs to lapse but maintains that no public-interest harms have resulted, as the
Commission is well-aware of the underlying requests of ASLI and Blue Sky, which remain
pending.
