9. Description of Special Temporary Authority Requested.
Manitoba Telecom Services Inc. requests special temporary authority to indirectly hold a controlling ownership interest in the American-1 cable and consummate the transfer of control of Allstream Inc.'s interest in Allstream Fiber US, Inc. as described in their pending application filed April 2, 2004 (File No. SCL-T/C-20040412-00013). The STA requested herein will expire upon release of a Public Notice approving the transaction.
