                          Dear Ms. Dortch:

                          The Trans-Pacific Express Cable Network (“TPE”) Consortium, by counsel, hereby
                          updates the above-referenced pending modification application to provide
                          ownership information regarding China Netcom, a member of the TPE Consortium
                          and a licensee on the TPE cable.

                          On October 15, 2008, China Netcom became a wholly-owned subsidiary of China
                          Unicom, which is also a member of the TPE Consortium and a licensee on the
                          cable. The ownership of China Unicom has not changed as a result of this
                          transaction.1 The change in China Netcom’s ownership does not alter the
                          membership of the TPE Consortium or the licensees of the TPE cable. China
                          Netcom will continue to own and operate the Qingdao landing station.2
                          Additionally, as reported in the pending modification application, upon approval by
                          the Commission, China Unicom and China Netcom will each continue to own
                          13.11% of the cable.3
