Washington, D.C. 20554 Re: File No. SCL-LIC-20181125-00037 Dear Ms. Dortch: Through their counsel, Edge Cable Holdings USA, LLC, Vadata, Inc., and China Mobile International Limited (collectively, the “Applicants”), hereby respond to clarification requests from Commission staff with respect to the cable landing license application for the Bay-to-Bay Express submarine cable system pending in the above-referenced file (the “Application”). With respect to the fiber-pair and capacity information stated on page 3 of the Application, the Applicants clarify that the fiber-pair counts and aggregate design capacities vary by segment, as follows:  Segment A: six fiber pairs, with an aggregate design capacity of 102 Tbps  Segment B: five fiber pairs, with an aggregate design capacity of 85 Tbps  Segment C: nine fiber pairs, with an aggregate design capacity of 162 Tbps  Segment D: four fiber pairs, with an aggregate design capacity of 72 Tbps Should the Commission have any questions concerning this letter, please contact me by telephone at +1 202 730 1337 or by e-mail at kbressie@hwglaw.com.
