      Dear Sir or Madam:

             On behalf of viNGN, INC. d/b/a Virgin Islands Next Generation Networks, Inc.
      ("viNGN®") and pursuant to recent correspondence between the undersigned and Ms. Angela
      DeMahy of the Commission‘s International Bureau, the purpose of this letter is to confirm to the
      Commission that the above—referenced domestic fiber—optic cable submarine cable system of
      viNGN linking the Islands of St. Thomas and St. Croix, USVI ("Cable System"), authorized
      pursuant to the submarine cable license granted by the Commission on February 27, 2013, is in
       service.

              The management of viNGN has changed since the December 21, 2012 submission of the
      Application for a License to Construct, Land and Operate an Undersea Cable System Linking the
      Islands of St. Thomas and St. Croix in the U.S. Virgin Islands (the Application") and the
      February 27, 2013 issuance of the license. After an exhaustive search, the current management
       of viNGN and counsel who had filed the Application on behalf of viNGN have not been able to
       locate the original letter (or copy thereof) notifying the Commission when the viNGN Cable
       System went into service. In accordance with Ms. DeMahy‘s instructions, viNGN hereby
       submits this letter in lieu of its original in—service letter.

              As of the filing of the Application, the completion target date was July 2013. It is the
       understanding of current viNGN management that the in—service date of the Cable System was
       approximately, August 15%, 2015. That understanding is based on the following information:

            e     Acknowledgement of completion by viNGN and contractor via Provisional Acceptance
                  Form [see attached];

            e     Optical time—domain reflectometer (OTDR) Test Result Acceptance Letter [see attached];

            e     The public announcement from viNGN of the Cable System‘s completion
