Dear Ms. Dortch:

        On behalf of Columbus Networks USA, Inc. (°CNUSA"), licensee of the CFX—1
Cable System (SCL—LIC—20070516—00008), this responds to the request of Ms. Angela
DeMahy of the International Bureau ("Bureau") staff for a copy of the original in—service
letter for the CFX—1 Cable System.

        CNUSA has reviewed its records carefully and cannot locate the original in—service
letter for the CFX—1 Cable System. However, CNUSA‘s files contain the Phase 1
Certificate of Final Acceptance for the CFX—1 Cable System ("Phase | Certificate," copy
attached as Exhibit 1) and the Phase II Certificate of Final Acceptance ("Phase II
Certificate," copy attached as Exthibit 2). The Phase | Certificate states that Phase I of
the CFX—1 Project was deemed Ready for Final Acceptance as of 11:59 PM Eastern
Daylight Time on August 6, 2008; and the Phase II Certificate states that Phase II of the
CFX—1 Project was deemed Ready for Final Acceptance as of 11:59 PM Eastern Daylight
Time on September 17, 2008. Thus, September 18, 2008 appears to be the date that a
segment of the CFX—1 Cable System went into service.

       In response to the Bureau staff‘s request, please include the following updated
contact information for the CFX—1 Cable System in IBFS:
