Suite 110 Washington, D.C. 20002 Attn: International Bureau, Policy Division Re: FLAG Telecom Network USA Limited Application for Cable Landing License File No. SCL—LIC—20070329—00006 Supplemental Filing — Notice of Name Changes Dear Ms. Dortch: Through this letter, FLAG Telecom Network USA Limited (the "Applicant") supplements the above—referenced application for a submarine cable landing license (the "Application").‘ This supplemental filing notifies the Federal Communications Commission ("FCC") that two of the entities that are referenced in Application have changed their names. First, on March 11, 2008, FLAG Telecom Group Limited ("FTGL") changed its name to Reliance Globalcom Limited." FTGL holds a 100% indirect equity interest in the Applicant and also will wholly own and operate the portion of the wet link segment of the proposed submarine cable that is not in U.S. or Japanese territorial waters. FTGL is referenced on pages 5, 6, 8, 9, 10, and 11 of the Application, as well as in Exhibit B, which shows the ownership structure of the Applicant. ‘ In response to certain Commission inquiries, the Applicant filed a First Supplemental Response regarding the Application on October 15, 2007, and filed a Second Supplemental Response on December 3, 2007. * On April 3, 2008, FTGL, the licensee of submarine cable landing license SCL—LIC—19990301—00005, filed a notice with the Commission reporting that its name has been changed to Reliance Globalcom Limited. Neither of these name changes results in a change of ownership or control of the Applicant.
