ATOC files this Supplementin response to an inquiry from the International Bureau in connection with the disclosures required by Section 63.18(h) of the Commission‘s rules, 47 C.F.R. § 63.18(h). The table set forth in Exhibit A attached hereto lists all individuals and entities that will hold a ten percent or greater direct or indirect equity or voting interest in ATOC following consummation of the transaction. No other individual or entity will hold such an interest

following consummation. The table in Exhibit A replaces the table set forth on page 4 ofthe Application. Please note that Blackrock, Inc. ("Blackrock") has been added to the table. Although Blackrock will not hold a ten percent or greaterindirect interest in ATOC if the multiplier is used to calculate Blackrock‘s interest, use of the multiplier is inappropriate in this instance pursuant to the Note to Section 63.18(h) of the FCC‘s rules because ATNI‘s interest in ATOC is above 50 percent and is controlling and Blackrock holds a direct interest in ATNL Respectfully submitted, ATLANTIC TELECONNECTION OPERATING COMPANY /s!
