THE ATISA SYSTEM



                                        AMENDMENT

       DOCOMO Pacific, Inc. (“DOCOMO Pacific”) amends its application for a cable landing

license for the Atisa system to include updated landing point information for landings in Guam

and Saipan, Rota, and Tinian in the Commonwealth of the Northern Mariana Islands (“CNMI”).1

Following completion of additional project implementation work and consultations with its

system supplier, DOCOMO Pacific has modified some of the landing arrangements to suit better

its commercial and operational needs.

       Specifically, DOCOMO Pacific amends parts I.E and I.G of the Original Application

(including supplementary information provided by letter on April 12, 20162) to reflect the

following information regarding the location, ownership, and control of the landing facilities for

the Atisa system.

          Guam: DOCOMO Pacific has changed the geographic location of the beach

           manhole, as reflected in Updated Appendix B. The location, ownership and control

           of the cable landing station remain unchanged

          Saipan: DOCOMO Pacific has changed the geographic location of the beach

           manhole and cable landing station, as reflected in Updated Appendix C. DOCOMO

           Pacific owns a preexisting structure that will serve as the cable landing station. The

           structure is located on land leased from M.S. Villagomez, Inc.

          Rota: DOCOMO Pacific has changed the geographic location of the beach manhole

           and cable landing station, as reflected in Updated Appendix D. DOCOMO Pacific

           will construct a new structure to serve as the cable landing station. The structure will

           be located on land leased from the CNMI Government.

          Tinian: DOCOMO Pacific has changed the geographic location of the beach

           manhole and cable landing station, as reflected in Updated Appendix E. DOCOMO

           Pacific will construct a new structure to serve as the cable landing station. The

           structure will be located on land leased from the CNMI Government.

       DOCOMO Pacific still intends to commence commercial operation of the Atisa system in

the second calendar quarter of 2017. DOCOMO Pacific continues to view timely grant of a

cable landing license by the Commission no later than December 2016 of paramount importance.

For reasons stated in the Original Application, the expeditious grant of the cable landing license

will significantly advance the public interest, providing: redundancy and geographic diversity on

the Guam-CNMI route; secure, highly-reliable, high-capacity facilities using the latest

technology; and much-needed competition on the Guam-CNMI route and thereby support the

launch of access to bandwidth-intensive services and, more generally, support new economic

activity in an otherwise-depressed market.3

        By its signature below, DOCOMO Pacific certifies that no party to this application is

subject to a denial of federal benefits under Section 5301 of the Anti-Drug Abuse Act of 1988, as

amended.4 DOCOMO Pacific has sent a copy of this amendment to the U.S. Departments of

State, Commerce, and Defense. DOCOMO Pacific counsel has certified such service in the

certificate of service attached to this application.5

                                           CONCLUSION

          For the reasons stated above and in the original cable landing license application, the

Commission should expeditiously grant the cable landing license application for the Atisa

system.
