Dear Ms. Dortch:

Pursuant to section 1.46 of the Commission‘s Rules,‘ New DBSD Satellite Services G.P.,
Debtor—in—Possession (together with its debtor—affiliates, "DBSD") hereby requests an extension
of the 60—day period it has to transfer control of DBSD‘s earth station licenses (the "Transfer
Period") to 180 days."
Good cause exists to extend the Transfer Period. Although the International Bureau
issued an order (the "Order") authorizing DBSD to transfer control of the earth station licenses
on September 29, 2010 and DBSD is poised to transfer the licenses in conjunction with
consummating its plan of reorganization (the "Plan"), the United States Court of Appeals for the
Second Circuit (the "Second Circuit") has stayed consummation of the Plan pending the outcome
of two appeals." The Second Circuit has provided no indication of when it will issue a ruling.
While DBSD hopes to be able to consummate the Plan immediately following resolution of the
Second Circuit appeals, DBSD requests an extension of the Transfer Period to March 28, 2011 to

      See 47 CF.R. § 1.46.
See 47 C.F.R. § 25.119(f) (stating that transfers of control "shall be completed within 60 days from the date of
      authorization").
Grant of this request would allow DBSD to complete the transfer within the same amount of time allowed for
   wireless service licensees. See 47 C.F.R. § 1.948(d).
* See New DBSD Satellite Services G.P. Debtor—in—Possession, DA 10—1881 (IB Sept. 29, 2010) (approving
____DBSD‘s applications but staying the order‘s effectiveness for seven days following release).

ensure that the Order does not expire before DBSD is able consummate its Plan and transfer its
licenses.
