World Satellite, LLC File No. SAT—T/C—20021023—00221 Dear Mr. Abelson: On March 27, 2003, the International Bureau authorized a transfer of control over the license held by KaStarCom. World Satellite, LLC ("KaStarCom") from Televerde Communications Corporation to WildBlue Communications, Inc. ("WildBlue"), and also authorized the transfer of control over WildBlue from its existing shareholders to a new shareholder group.‘ Under the terms of the Transfer PN, WildBlue is required to consummate its transactions with Televerde and KaStarCom within sixty (60) days of the grant, or May 27, 2003. Unfortunately, despite the diligent efforts of the parties, not all of the conditions to the closing of those transactions have yet been satisfied." Accordingly, WildBlue hereby requests an additional thirty (30) days, until June 26, 2003, in which to consummate the remaining KaStarCom transactions authorized in the Transfer PN. | See Public Notice, Rep. No. SAT—00142, DA No. 03—1010 (rel. Mar. 27, 2003)("Transfer PN"). 2 The transaction resulting in the transfer of control over WildBlue has already been consummated. See Letter from William M.
