       Dear Ms. Tritt:                                                  a

         On July 18, 2002, you filed with the Commission, ascounsel to ICO Global
   Communications (Holdings) Limited ("ICO Global"), the above—referenced applications
   to transfer the control of various non—common carrier licenses from CCI International
   N.V. and ESBH, Inc., respectively, to ICO Global. In order for the Commission to
   complete its analysis and make the necessary public interest findings, as required under
   section 310(d) of the Communications Act (the "Act"), some additional information and
   clarification regarding the transaction is needed. This information will assist the
   Commission in determining whether public interest issues are raised by any direct or
   indirect foreign investment in the proposed transferee.‘ .

           Accordingly, pursuant to section 308(b) of the Act," we request that you provide
   written responses and supporting documentation for the questions set forth below, and,
 _ where appropriate, amendthe Applications to reflect such responses. Your responses
   should be filed with Marlene H. Dortch, Secretary, Federal Communications Commission

        1.     Please disclose any identifiable foreign interest. direct or indirect. in the
remaining 16.7% voting interest and 60.6% economic interest in ICO Global not
identified in the above—reference applications.
       2.      Please disclose any identifiable foreign interest, direct or indirect, in Craig
O. McCaw‘s investment company, Eagle River Investments, LLC.

       3.      Please disclose any identifiable foreign interest, direct or indirect, in
William H. Gates III‘s investment company, Cascade Investment, L.L.C.

     _ 4.      Please certify that all the answers are true and complctc and that there are
no material facts that have been omitted.

relevant to a public interest determination, then we may find the filing to be a significant
amendment to the application, which requires a public notice and comment cycle. As a
