REDACTED RESPONSE TO REQUEST In response to a request for additional information from the International Bureau regarding the applications for the transfer of control of the non—common carrier satellite licenses of Constellation Communications Holdings, Inc. (File No. SAT—T/C—20020718—0 and 0114) Mobile Communications Holdings, Inc. (File No. SAT—T/C—20020719—0 ICO Global 0104), Communications (Holdings) Limited ("ICO"); the proposed transferee, submits the following information: 1. Eagle River Investments, LLC ("Eagle River"), a U.S. entity, holds 69.7 percent of the voting interests and 34.45 percent of the economic interests in ICO. Craig O. McCaw, a U.S. citizen, hélds é controlling interest in Eagle River. No foreign entities hold voting or economic interests in Eagle River. ’ 2. Cascade Investment, L.L.C. ("Cascade"), a U.S. entity, holds 13.4 percent of the voting interests and 4.81 percent of the economic interests in ICO. William H. Gates IH, a U.S. citizen, holds a controlling interest in Cascade.
