                    REQUEST FOR SPECIAL TEMPORARY AUTHORIZATION
                             (Response to Question 8, STA Form)

          Pursuant to Section 25.120(b)(4) of the Commission’s rules,1 EchoStar Satellite Operating

Corporation (together with its affiliates, “EchoStar”) requests an emergency 30-day special temporary

authorization (“STA”) to operate EchoStar IX (Call Sign S2179),2 a Ku- and Ka-band fixed-satellite

service satellite, to provide service to the Bahamas on the following frequencies: 11.7-12.2 GHz and

14-14.5 GHz (at a maximum downlink EIRP of 52 dBW).

          The requested STA will allow use of the EchoStar IX satellite for communications with

authorized earth stations to support emergency rescue, relief, and recovery operations in the Bahamas

following Hurricane Dorian. Massive international rescue and relief efforts are underway to provide

emergency assistance to residents of the Bahamas in the wake Hurricane Dorian, the strongest

hurricane on record to hit the Bahamas in modern times.3

          Grant of the requested STA will serve the public interest by allowing use of available capacity

on EchoStar IX for communications service to earth stations in the Bahamas. Such service will be

used primarily by international and local organizations to provide or re-establish communications for

emergency rescue, relief, and recovery operations.

          EchoStar seeks no changes to EchoStar IX’s authorized technical parameters, other than a

modest extension of its authorized service area to include the Bahamas. Accordingly, the proposed

STA operations raise no technical interference concerns, and will be conducted on an unprotected,

non-harmful interference basis in any event.
