Unless otherwise specified herein, operations under this grant must comport with the legal and technical
specifications set forth by the applicant or petitioner and with Federal Communication Commission‘s rules
not waived herein. This grant is also subject to the following conditions:

     1. All operations of EUTELSAT 172A at the 174.0° E.L. orbital location under this grant of special
         temporary authority must be on an unprotected and non—harmful interference basis, i.e. EUTELSAT
         172A must not cause harmful interference to, and must not claim protection from interference caused to
         it by, any other lawfully operating stations.
         In the event of harmful interference under this grant of special temporary authority, Eutelsat must cease
         operations immediately upon notification of such interference, and inform the Commission, in writing,
         immediately of such an event.
         In connection with the provision of service in any particular country, Eutelsat is obliged to comply with
         the applicable laws, regulations, rules, and licensing procedures of that country.
         Eutelsat must coordinate the operations of EUTELSAT 172A with existing geostationary space stations
         to ensure that no unacceptable interference results from its operations at the 174.0° E.L. orbital location.


‘ Eutelsat states that EUTELSAT 172A will operate at the 174° E.L. orbital location pursuant to the satellite network filings
at this location made with the International Telecommunications Union ("ITU") by the government of Cyprus. See IBFS File

         Eutelsat must maintain EUTELSAT 172A orbital location with an east/west longitudinal station—keeping
         tolerance of +/— 0.05 degrees.
         Pursuant to footnote US211 of the United States Table of Frequency Allocations, 47 CFR § 2.106,
         services operating in the 10.7—11.7 GHz band shall take all practicable steps to protect the radio
         astronomy service from harmful interference.
         Eutelsat may not provide downlink services into the United States and its Territories and Possessions in
         the 12.2—12.75 GHz frequency band.
         Pursuant to footnote US342 of the United States Table of Frequency Allocations, 47 CFR § 2.106,
         services operating in the 14.47—14.5 GHz band shall take all practicable steps to protect the radio
         astronomy service from harmful interference.
         Any action taken or expense incurred as a result of operations pursuant to this special temporary authority
         is solely at Eutelsat‘s own risk.
    10. Grant of this authorization is without prejudice to any action the Commission may take on Eutelsat‘s
        pending request for modification of its authority for EUTELSAT 172A to specify operations at the
        174.0° E.L. orbital location. See IBFS File No. SAT—MOD—20171122—00159.
Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. §
0.261, and is effective upon release.

Station licenses are subject to the conditions specified in Section 309(h) of the Communications Act of 1934, as
amended, 47 U.S.C. § 309(h).

                    REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        ES 172 LLC, an indirect, wholly owned subsidiary of Eutelsat S.A. ("Eutelsat"), pursuant

to Section 25.120(a) of the Commission‘s rules, respectfully requests 60—day special temporary

authority ("STA") beginning on November 29, 2017, or as soon as practicable thereafter, to permit

operation of the EUTELSAT 172A satellite (Call Sign $2610) at the 174° E.L. orbital location. ES

172 LLC has concurrently filed a satellite license modification application for long—term operation

of EUTELSAT 172A at this location.‘ Grant of this STA request will allow EUTELSAT 172A to

immediately supplement available capacity in the Asia—Pacific region to satisfy, among other

things, urgent U.S. government communications requirements.

       ES 172 LLC is the licensee of the EUTELSAT 172A satellite and, together with its Eutelsat

affiliates, operates the satellite to support a wide range of traditional fixed—satellite service ("FSS")

and satellite mobility applications throughout the Asia—Pacific region. The Commission recently

granted ES 172 LLC authority to operate the C—band and Ku—band payloads on EUTELSAT 172B

to replace EUTELSAT 172A at 172° EL.,. as well as an STA to drift the EUTELSAT 172A

  satellite to the 174° E.L. orbital location." These grants facilitate consideration of this request to

  operate EUTELSAT 172A at 174° E.L. to satisfy urgent U.S. government communications needs.*

         ES 172 LLC contemplates no material changes to the overall operating parameters of

  EUTELSAT 172A and, once located at 174° E.L., the satellite will operate essentially as it does

  today. ES 172 LLC hereby incorporates by reference the satellite operational parameters and other

  information provided in the separately filed EUTELSAT 1724 Modification Application. That

  application provides the full range of technical and public interest information supporting long—

  term commercial operations of the satellite at its new location.

         Grant of this short—term STA request is also in the public interest because it will facilitate

  efficient use of a U.S.—licensed satellite to help meet urgent U.S. government service requirements

  in the Asia—Pacific region. In addition, an STA will enable the new services on EUTELSAT 172A

  at the 174° E.L. orbital location, thereby enhancing capacity and competition in satellite services

  provided to U.S. customers in the region. ES 172 LLC expressly acknowledges that grant of the

  requested STA is without prejudice to Commission consideration of the EUTELSAT 1724

  Modification Application for long—term operating authority at 174° E.L., and that all actions taken

  in reliance on any grant of this STA request are at ES 172 LLC‘s sole risk.

         For the reasons set forth herein, ES 172 LLC respectfully requests that the Commission

  grant this 60—day STA request to operate the EUTELSAT 172A satellite from the 174° E.L.

  orbital location commencing on November 29, 2017, or as soon as practicable thereafter.

  + EUTELSAT 172A is expected to arrive at the 174° E.L. orbital location near the end of the
