Exhibit A Request for Special Temporary Authority Ligado Networks Subsidiary LLC ("Ligado") hereby requests special temporary authority ("STA") to facilitate continued operation of the MSAT—2 space station (Call Sign AMSC—1) for 60 days, or until such time as Ligado‘s pending application to extend the license term for MSAT—2 (the "Extension Application") is granted (whicheveris earlier).‘ STA is necessary because Ligado inadvertently failed to file the Extension Application prior to December 31, 2016, the date to which the license term for MSAT—2 was most recently extended. Upon discovery of this oversight, Ligado immediately proceeded to file the Extension Application (including a Petition for Reinstatement) and this request for STA." Ligado‘s pending Extension Application seeks continued authority for Ligado to operate MSAT—2. The license for MSAT—2 was initially granted in 1989, and the initial license term for MSAT—2 would have expired on December 31, 2011. In each of the last five years, Ligado has diligently filed requests to modify the license to extend its term for anadditional year. The Commission has granted each such extension request, implicitly recognizing that the public interest is served by the ongoing operations of MSAT—2. Among other things, MSAT—2 continues to support customers and provide a suitable back—up for SkyTerra 1, the replacement satellite for MSAT—2. Grant of the requested STA would be consistent with the Commission‘s grant of previous extension requests filed by Ligado, which implicitly recognized that the public interest is served by the continuedability of MSAT—2 to operate." Accordingly, Ligado reiterates its request that the Commission grant the requested STA for 60 days, or until such time as the Extension Application is granted (whichever is earlier). Under Section 25.120(a) of the Commission‘s rules, a request for STA must be submitted 3 working days prior to the date of proposed operation, except where there are "extraordinary reasons" for delay. Ligado submits that such reasons are present here given that Ligado: (i) intended to file the Extension Application at an earlier date; (ii) only recently discovered its failure to do so; and (iii) could not have filed this request for STA prior to such discovery.
