Scope of Grant:         Special temporary authority for a period of 75 days to continue operations of the Intelsat
                        702 space station at the 32.9° E.L. orbital location past the end of its license term, July 18,
                        2016, in order to allow Intelsat to de—orbit the space station.

Operations under this grant must comport with the legal and technical specifications set forth by the
applicant or petitioner and with Federal Communication Commission‘s rules not waived herein. This
grant is also subject to the following conditions:

    1.   Intelsat will continue to operate the Intelsat 702 space station at the 32.9° E.L. orbital location subject to
         the conditions in the prior modification granted on June 15, 2004. IBFS File No. SAT—MOD—20121001—
         00163.

    2.   Intelsat must maintain the Intelsat 702 space station at the 32.9° E.L. orbital location with an east/west
         longitudinal station—keeping tolerance of + 0.05 degrees.

    3.    Within 30 days of completion of the end—of—life maneuvers, Intelsat must send a letter to the Chief,
         Satellite Division, International Bureau, indicating the apogee and perigee of the Intelsat 702 disposal
         orbit.

Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. §
0.261, and is effective upon release.

Station licenses are subject to the conditions specified in Section 309(h) of the Communications Act of 1934, as
amended, 47 U.S.C. § 309(h).

     Intelsat License LLC herein requests Special Temporary Authority for 75 days,                                             beginning
     July 18,      2016,    to extend the Intelsat 702                 ($2388)     license term to allow temporary
     continued operations at 32.9 E.L. under the terms of the Intelsat 702 permanent license.
     The current license term for Intelsat 702 expires on July 18,                                    2016.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests Special Temporary Authority ("STA")‘ for 75
days — beginning July 18, 2016 — to extend the Intelsat 702 (S2388) license term to allow
temporary continued operations at 32.9° E.L. under the terms of the Intelsat 702 permanent
license." The current license term for Intelsat 702 expires on July 18, 2016

Intelsat seeks temporary extension in order to de—orbit the satellite. Intelsat plans to begin de—
orbit maneuvers in early September and complete de—orbit two to three weeks thereafter. The
de—orbit schedule is based on current manpower/schedule constraints.

Temporarily extending the license term of the Intelsat 702 satellite will not affect the satellite‘s
post—mission disposal plan. As approved in the most recent Intelsat 702 license modification,
Intelsat intends to dispose of the Intelsat 702 satellite by moving it to a minimum altitude of
150 kilometers above the geostationary are and has reserved 30.22 kilograms of fuel for this
purpose.* There are no single points of failure on the satellite that would affect Intelsat‘s
ability to de—orbit the satellite.

Grant of this STA request will not result in increased risk of harmful interference. Intelsat will
continue to operate the communications payload in conformance with its coordination
agreements related to the nominal 33° E.L. orbital location.
