            REQUEST FOR SPECIAL TEMPORARY AUTHORITY

       Pursuant to Section 25.120 of the Commission’s rules, 1 Skynet Satellite

Corporation (“Skynet”) hereby requests Special Temporary Authority (“STA”) to

operate Telstar 12 Vantage (“T12V”), Call Sign S2933, in the manner described

below. Skynet seeks an STA for the 60-day period beginning on April 1, 2016.

       On May 11, 2015, the International Bureau granted Skynet’s application to

launch and operate T12V. 2 The satellite, which was launched on November 24,

2015, is stationed at 15° WL and provides a range of fixed-satellite services to the

United States and various countries in the Americas, Europe, Africa, and the

Middle East.

       Skynet recently filed an application requesting modification of its license

for T12V. 3 The modification application seeks authority to operate six steerable

European spot beams within a wider coverage area than has previously been

granted. Skynet seeks an STA to operate in accordance with the changes

proposed in its modification application, which is hereby incorporated by

reference, while the application is pending.

       Skynet’s STA request is supported by good cause. Expanding the

coverage area of T12V’s steerable spot beams will enable Telesat to satisfy time-

sensitive needs that have arisen for high throughput satellite capacity over key

aeronautical routes from Western Europe to the Middle East and to serve

growing maritime markets in the Mediterranean and European waterways.

These offerings will enhance competition and consumer choice.

          The changes proposed in Skynet’s modification application, moreover,

have no impact on T12V’s potential for interference. Skynet’s prior showings as

to compatibility with adjacent satellites and as to sharing with NGSO FSS

systems are unchanged. 4 And T12V will continue to satisfy FCC and ITU limits

for power flux density. 5

          Accordingly, and for good cause shown, Skynet respectfully requests that

its STA request be granted.
