Scope of Grant:        Special Temporary Authority for a period of 60 days, commencing upon the arrivalof the
                       EchoStar 18 satellite at the 137.75° W.L. orbital location, to conduct in—orbit testing (IOT)
                       and to conduct telemetry, tracking, and command (TT&C) operations necessary to
                       maintain EchoStar 18 at 137.75° W.L. and to drift EchoStar 18 from the 137.75° W.L.
                       orbital location to the assigned 109.9° W.L. orbital location

Operations under this grant must comport with the legal and technical specifications set forth by the
applicant or petitioner and with Federal Communication Commission‘s rules not waived herein. This
grant is also subject to the following conditions:

        1.        All operations under this grant of special temporary authority must be on an unprotected and
non—harmful interference basis. DISH must not cause harmful interference to, and must not claim protection from
interference caused to it by, any other lawfully operating radio communication system. In the event of any
harmful interference as a result of operations under this grant of special temporary authority, DISH must cease
operations immediately upon notification of such interference and must immediately inform the Commission, in
writing, of such an event.

          2.      DISH must coordinate operations of EchoStar 18 with existing geostationary space stations to
ensure that no unacceptable interference results from its operations at the 137.75° W.L. orbital location or during
drift to the 109.9° W.L. orbital location.

        3.       EchoStar 18‘s operations at 137.75° W.L. must be limited to IOT and TT&C and must not
include the provision of commercial services.                   '

         4.       DISH must operate only the TT&C frequencies authorized for EchoStar 18 during the space
station‘s drift from the 137.75° W.L. orbital location to the 109.9° W.L.

        5.      During IOT, DISH must maintain the EchoStar 18 space station with an east/west longitudinal
station—keeping tolerance of +/— 0.05 degrees of the 137.75° W.L. orbital location.

         6.     DISH must notify the Chief of the Satellite Division, in writing, of the arrival of the EchoStar 18
satellite at the 137.75° W.L. orbital location and the start of the STA period, within three business days of such
arrival.

Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

                                               EXHIBIT 1

                   REQUEST FOR SPECIAL TEMPORARY AUTHORITY


        Pursuant to Section 25.120(b)(3) of the Commission‘s rules,‘ DISH Operating L.L.C. and

EchoStar Broadcasting Corporation (together with their affiliates, "DISH") request special

temporary authority ("STA") for 60 days to (i) conduct in—orbit testing ("IOT") of the EchoStar

18 satellite (Call Sign $2931) at the 137.75° W.L. orbital location using the satellite‘s assigned

DBS frequencies; and (ii) operate an earth station in Gilbert, Arizona (Call Sign E0O70014) for in—

orbit testing and telemetry, tracking, and command operations while the satellite is at 137.75°

W.L. DISH further requests that the STA commence upon EchoStar 18‘s arrival at 137.75° W.L.

in order to accommodate the timing uncertainties ordinarily associated with launching and

positioning a satellite in a specific orbit.

        DISH seeks to conduct IOT prior to moving the satellite to its assigned nominal orbital

location at 110° W.L." Specifically, DISH anticipates the following schedule:

        (1)     EchoStar 18 is scheduled for launch in May 2016.

        (2)     After launch and orbit—raising maneuvers, EchoStar 18 will be located at 137.75°
                W.L., and IOT will commence for approximately 60 days.

        (3)     After completion of IOT, EchoStar 18 will be moved to its assigned nominal
                orbital location at 110° W.L.

        The requested testing will not cause harmful interference to other authorized co—

frequency DBS operations because the nearest satellite is 8.75° away," which provides adequate

isolation and protection to their services. In the unlikely event of harmful interference, DISH is

prepared to take appropriate measures to eliminate the interference, including immediately

terminating IOT upon receiving notice of such interference.

       Grant of the requested STA will serve the public interest by allowing DISH to conduct

IOT operations required to ensure that the EchoStar 18 satellite is fully operational and capable

of providing service to millions of DISH subscribers from its assigned orbital location.
