 The application of Intelsat License LLC (Intelsat), IBFS File No. SAT—STA—20141222—00136,
 for special temporary authority for the Intelsat 7 space station (Call Sign $2229), is GRANTED.!
 Accordingly, Intelsat is authorized for a period of 30 days, commencing December 29, 2014, to
 continue operate the Intelsat 7 space station‘s telemetry, tracking, and command (TT&C)
 operations necessary to maintain Intelsat 7 at the 18.2° W.L. orbital location using the following
 center frequencies: 11451 MHz and 11453 MHz (space—to—Earth); and 13998 MHz (Earth—to—
 space). Operations under this authorization must be in accordance with the terms, conditions,
 and technical specifications set forth in Intelsat‘s application and the rules of the Federal
 Communications Commission, and are subject to the following conditions:
         1.     All operations under this grant of special temporary authority must be on an unprotected
 and non—harmful interference basis, i.e., Intelsat must not cause harmful interference to, and must not
 claim protection from interference caused to it by, any other lawfully operating radiocommunication
 system.

         2.     In the event of any harmful interference as a result of the operations under this grant of
 special temporary authority, Intelsat must cease operations immediately upon notification of such
 interference and must immediately inform the Commission, in writing, of such an event.
         3.      Intelsat must coordinate the operations of Intelsat 7 with existing geostationary space
 stations to ensure that no unacceptable interference results from its operations during drift to the 18.2°
 W.L. orbital location.
          4.     This action is without prejudice to any decision regarding Intelsat‘s replacement
_ expectancy to operate a space station in the 6675—6725 MHz and 3400—3700 MHz frequency bands at
  the 68.5° E.L. orbital location."
         5.      Intelsat is afforded 30 days from the date of release of this grant and authorization to
 decline this authorization as conditioned. Failure to respond within this period will constitute formal
 acceptance of the authorization as conditioned.
         6.     This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
 authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under Section
 1.106 of the Commission‘s rules or applications for reconsideration under Section 1.115 of the

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an additional 30 days, commencing December 29,
2014, of the Special Temporary Authority ("STA")‘ previously granted Intelsat to drift Intelsat 7 (call
sign $2229) from 68.65° E.L. to 18.2° W.L. and operate the satellite‘s TT&C frequencies at 18.2° W.L.‘
Intelsat 7 arrived on—station on December 3, 2014 and is temporarily collocated with the Intelsat 901
satellite, which currently operates at the 18.0° W.L. orbital location." Intelsat has a pending STA to
operate Intelsat 7‘s TT&C and communications frequencies at 18.2° W.L.*

On—station, Intelsat will continue to utilize the satellite‘s TT&C frequencies in conformance with its
coordination agreements related to that location or on a non—interference, non—protected basis. The
specific TT&C frequencies are 13998 MHz (RHCP) in the uplink and 11451 MHZ (H and LHCP) and
11453 MHz (V and LHCP) in the downlink.

Grant of this STA extension request will not result in increased risk:—of harmful interference. Should any
interference occur, Intelsat will take all reasonable steps to eliminate such interference. Additionally,


‘ Intelsat has filed this STA request, an FCC Form 159 and a $920.00 filing fee electronically via the International
Bureau‘s Filing System.

Intelsat agrees to operate Intelsat 7 at 18.2° W.L. in accordance with the frequency—related conditions in
the Commission‘s 2004 order granting authority for the Intelsat 7 satellite to operate at 68.5° E.L."

Intelsat has assessed and limited the probability of the space station becoming a source of debris as a
result of collision with large debris or other operational space stations. Intelsat 7 will not be located in
an orbital location that has an overlapping station—keeping volume with another satellite." Further,
Intelsat is not aware of any other FCC licensed system, or any other system applied for and under
consideration by the FCC, having an overlapping station—keeping volume with Intelsat 7 at 18.2° W.L.
Finally, Intelsat is not aware of any system with an overlapping station—keeping volumeé with Intelsat 7
at 18.2° W.L. that is the subject of an ITUfiling and that iseither in orbit or progressing towards launch.

Grant of this STA extension request will allow Intelsat to continue providing TT&C services to the
Intelsat 7 satellite at 18.2° W.L., which ensures safe station—keeping of the satellite.

For the reasons set forth herein, Intelsat respectfully requests that the Commission expeditiously grant
this request.
