The application of Intelsat License LLC (Intelsat) for special temporary authority, IBFS File No.
SAT—STA—20140501—00044, is GRANTED. Specifically, Intelsat is authorized, for a period of
30 days, commencing June 1, 2014, to conduct Telemetry, Tracking, and Command (TT&C)
operations with the Intelsat 5 space station (Call Sign $2704) necessary to drift the space station
from the 50.15° E.L. orbital location to the 157.0° E.L. orbital location using the following
center frequencies: 14.498 GHz and 13.999 GHz (Earth—to—space); 11.451 GHz, 11.452 GHz,
and 11.454 GHz (space—to—Earth). Operations under this authorization must be in accordance
with the terms and conditions contained in Intelsat‘s application and the Federal
Communications Commission‘s rules not waived herein, and are subject to the following
conditions:
        1.     All operations under this grant of special temporary authority must be on an
unprotected and non—harmful interference basis, i.e., Intelsat must not cause harmful interference
to, and must not claim protection from interference caused to it by, any other lawfully operating
radiocommunication system.
        2.      In the event of any harmful interference as a result of the operations under this
grant of special temporary authority, Intelsat must cease operations immediately upon
notification of such interference and must immediately inform the Commission, in writing, of
such an event.
        3.      Intelsat must coordinate the operations of Intelsat 5 with existing geostationary
space stations to ensure that no unacceptable interference results from its operations during drift
to the 157.0° E.L. orbital location.
        4.       Intelsat must operate only the TT&C frequencies on Intelsat 5 during the space
station‘s drift from the 50.15° E.L. orbital location to the 157.0° E.L. orbital location.
       3.        Intelsat shall notify the Chief, Satellite Division, in writing, of the date that the
Intelsat 5 space station departs the 50.15° E.L. orbital location within three business days of the
departure date.
       6.        Grant of this special temporary authority is without prejudice to any action on
IBFS File No. SAT—MOD—20121002—00176.
        7.      Any action taken or expense incurred as a result of operations pursuant to this
grant of special temporary authority is at Intelsat‘s own risk.
       8.      This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

                                        Dear Ms. Dortch:

                                        Intelsat License LLC ("Intelsat") herein requests Special Temporary Authority
                                        ("STA")1 for 30 days, commencing June 1, 2014, to drift Intelsat 5 (call sign
                                        $2704) from 50.15° E.L. to 157.0° E.L. Intelsat is not herein seeking authority
                                        to operate at 157.0° E.L." Intelsat also seeks to extend the Intelsat 5 license term
                                        for the duration of this STA request." Intelsat expects shortly to file an
                                        application for modification of the Intelsat 5 license to allow for its permanent
                                        operation at 157.0° E.L.

                                        Intelsat 5 currently is operating at 50.15° E.L. pursuant to Special Temporary
                                        Authority.4 Subject to receipt of FCC approval, Intelsat 5 will be relocated to


                                        ‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00 filing fee
                                        electronically via the International Bureau‘s Filing System.

                                        > Intelsat will shortly file a 180—day STA request to drift and operate the
                                        satellite at 157.0° E.L. in the C— and Ku—bands, where it will replace the Intelsat
                                        706 satellite that currently is scheduled to be de—orbited in November 2014.

                                        * Intelsat has a pending application to modify the Intelsat 5 license to extend the

157.0° E.L.—with the drift starting June 1, 2014 and the satellite on—station in
early October 2014.

During the drift of Intelsat 5 from 50.15° E.L. to 157.0° EL., Intelsat will utilize
only the satellite‘s TT&C frequencies and will follow industry practices for
coordinating TT&C transmissions during the relocation process. The specific
TT&C frequencies are as follows:

Uplink:

 14498 MHz (H)
 13999 MHz (RHCP)
Downlink:

 11451 MHz (H, V and RHCP)
 11452 MHz (H, V and RHCP)
 11454 MHz (RHCP and LHCP)

Grant of this STA request is in the public interest because it will allow Intelsat
to begin drifting Intelsat 5 in order to provide continuity of service to customers
at 157.0° E.L. that are currently on Intelsat 706, following the de—orbit of
Intelsat 706.

Grant of this STA request will not result in increased risk of harmful
interference. As noted above, Intelsat will operate only the above listed TT&C
frequencies during the drift, and will coordinate its TT&C transmissions with
operators of satellites in the drift path. Should any interference occur during the
_ drift, Intelsat will take all reasonable steps to eliminate such interference.

Intelsat has assessed and limited the probability of the space station becoming a
source of debris as a result of collision with large debris or other operational
space stations. Except briefly for Intelsat 706, Intelsat 5 will not be located at
the same orbital location as another satellite or at an orbital location that has an
overlapping station—keeping volume with another satellite." Further, Intelsat is
not aware of any other FCC licensed system, or any other system applied for and
under consideration by the FCC, having an overlapping station—keeping volume

 ° Once traffic has been transferred from Intelsat 706 to Intelsat 5 at 157.0° EL.,
 Intelsat expects to move Intelsat 706 slightly outside of the nominal 157.0° E.L.
 location until it is de—orbited. Intelsat expects shortly to file for FCC approval of
 this temporary redeployment.

with Intelsat 5 at 157.0° E.L. Finally, Intelsat is not aware of any system with
an overlapping station—keeping volume with Intelsat 5 at 157.0° E.L. that is the
subject of an ITU filing and that is either in orbit or progressing towards launch.

For the reasons setforth herein, Intelsat respectfully requests that the
Commission expeditiously grant this request.
