Dear Madam/Sir,

After an in—depth review of all information provided by your Administration and the Administration of the
United Kingdom{referenced above}, the Bureau would like to draw your attention to the following points
concerning the bringing into use of the BERMUDASAT—1 satellite network frequency assignments.

Regarding the issue of whether or not the actual operating sateflite for bringing into use the
BERMUDASAT—1 satellite network frequency assignments was maintained at 96.2°W for a continuous
period of at least 90 days, the Bureau requested the Administration of the United Kingdom to provide
evidence to demonstrate that the indicated satellite (EchoStar 6) had actually been placed at the nominal
orbital position for the requested period. The information provided in Attschment 2 to the
correspondence referenced in d) above indicated that the EchoStar 6 satellite had been deployed and
maintained at the notified orbital position of 96.2°W for a continuous period of 90 days since 13 April
2013 with station—keeping of 4 0.1 degrees in the E—Wdirections in accordance with section 3.11 of Annex
5 to Appendix 30. The same information was also transmitted to your Administration in the
correspondence referenced in f) above. Aithough the planned longitudinal tolerance in the E—W directions
{Appendix 4 Item A.4.2.2) was notified as 0.05 degrees, the information provided              in Attachment 2 shows
that the space station has the capability to maintain its position within this tolerance and no unacceptable
interference was reported whenthe satellite‘s excursion exceeded this tolerance

 The Bureau also requested the Administration of the United Kingdom to provide detailed information to
 validate the capability of the EchoStar 6 satellite to transmit and receive frequency assignments in
 accordance with the notified characteristics of the BERMUDASAT—1 satellite network. In this regard, the
 following information was made available to the Buresur
         the frequency plan including the polarization of each channel and the connection between feeder—
         jink channels and downlink channels;
         the downlink coverage area with an indication of e.L.r.p fevels and the feeder—link cove  area;
         information describing the technical means by which the EchoStar 6 satellite may shift its actual
         coverage areas to match the BERMUDASAT—1 ones.

 Taking the above information into account, the Bureau concluded that the EchoStar 6 satellite has the
 capability of transmitting or receiving the frequency assignments in accordance with the notified
 characteristics of the BERMUDASAT~1 satellite network.

In fight of the above, the Bureau conciuded that the frequency assignments of the BERMUOASAT—1
satellite network were brought into use in sccordance with No, 11.448 within the regulatory timeframe of
Appendices 30 and 30A.

The Bureau remains at your disposal for any further inquiry and/or clarification you may require in the
matter.
