Dear Ms. Dortch:
EchoStar Satellite Operating Corporation (“EchoStar”) submits this letter summarizing a meeting
on July 24 regarding the above-referenced modification and special temporary authorization
(“STA”) renewal applications to operate the EchoStar 6 satellite at 96.2º W.L. and to extend the
satellite license term. Present at the meeting were Diane Cornell, Special Counsel to Chairman
Wheeler; Brad Revare, Legal Intern, Office of Chairman Wheeler; Bryan Tramont, Counsel for
EchoStar; and the undersigned.

At the meeting, EchoStar noted that Spectrum Five LLC (“Spectrum Five”) to date has submitted
23 filings against the initial STA application, more than 10 filings against the STA renewal
applications, and five filings against the modification application. EchoStar urged the
Commission to put an end to these frivolous filings by expeditiously granting its license
modification and STA renewal applications, and rejecting Spectrum Five’s claims against the
applications, consistent with the recent court decision dismissing Spectrum Five’s similar claims
against the initial STA grant for lack of standing.
