The application of Intelsat License LLC (Intelsat) for special temporary authority, IBFS File No.
SAT—STA—20130717—00095, is GRANTED. Intelsat is authorized, for a period of 180 days,
commencing on September 5, 2013, to provide Fixed—Satellite Service (FSS) via the Intelsat 5
space station, in inclined orbit, at the 50.15° E.L. orbital location in the 3700—4200 MHz (space—
to—Earth), 5925—6425 MHz (Earth—to—space), 10.7—10.95 GHz (space—to—Earth), 11.2—11.45 GHz
and 11.45—11.7 GHz (space—to—Earth), 12.75—13.25 GHz (Earth—to—space), and 14.0—14.25 GHz
(Earth—to—space) frequency bands. Intelsat is also authorized, on a temporary basis, to conduct
telemetry, tracking, and command operations necessary to maintain Intelsat 5 at the 50.15° E.L.
orbital location using the following center frequencies: 11.451 GHz, 11.452 GHz, and 11.454
GHz (space—to—Earth); and 13.999 GHz and 14.498 GHz (Earth—to—space). Operations under this
authorization must be in accordance with the terms and conditions contained in Intelsat‘s
application, the Federal Communications Commiuission‘s rules not waived herein, and are subject
to the following conditions:
        1.     All operations under this grant of special temporary authority must be on an
unprotected and non—harmful interference basis, i.e., Intelsat must not cause harmful interference
to, and must not claim protection from interference caused to it by, any other lawfully operating
radiocommunication system. In the event of any harmful interference as a result of the
operations under this grant of special temporary authority, Intelsat must cease operations
immediately upon notification of such interference and must immediately inform the
Commission, in writing, of such an event.
         2.    Intelsat must maintain full operational control of the Intelsat 5 space station at all
times.
       3.      While at the 50.1 5° E.L. orbital location, Intelsat must maintain the Intelsat 5
space station with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.
       4.      Intelsat must operate Intelsat 5 at the 50.1 5° E.L. orbital location in accordance
with any existing or future coordination agreements for this location.
       5.     In connection with the provision of service in any particular country, Intelsat is
obliged to comply with the applicable laws, regulations, rules, and licensing procedures of that
country.
        6.      This authorization is issued with the understanding that, to the extent Intelsat and
its affiliated companies, pursuant to any arrangement with the Administration of Turkey,
conforms its operations to any parameters agreed to in coordination agreements between the
Administration of Turkey and other Administrations, responsibility for both compliance with,
and enforcing compliance with, those arrangements and agreements is a matter that would arise
under private law.
         7.      This authorization is issued with the understanding that this grant is not an
approval of any specific arrangement entered into by Intelsat, its subsidiaries and affiliates, nor
of any specific provision of any such arrangement concerning operation of the Intelsat—5 space
station, nor is this grant an approval of an arrangement/agreement concerning any related matter,
nor of any specific provision of any such arrangement/agreement concerning any related matter.
        8.      The United States remains the licensing Administration of the Intelsat 5 space
station and its communications payloads for purposes of International Telecommunication Union

(ITU) Radio Regulation 18.1 and is the Administration responsible for the operations of Intelsat
5. Any operations of Intelsat—5 at the 50.15° E.L. orbital location are pursuant to ITU Radio
Regulation 4.4. The U.S. Administration will not object to use of the Intelsat 5 satellite by the
Administration of Turkey for claiming bringing into use or continuing the use of orbital
assignments at 50.15° E.L. This grant does not in any way express a view concerning, or
agreement as to, the validity or lack of validity of any ITU filing at or within the vicinity of the
50.15° E.L. orbital location.
       9.      This authorization is issued with the understanding that, with respect to its filings
with the ITU for the 50.15° E.L. orbital location, the Administration of Turkey is not acting
pursuant to Article 9 of the Radio Regulations on behalf of the United States Administration.
        10.    Intelsat‘s use of the 10.7—10.95 GHz, 11.2—11.45 GHz, and 12.75—13.25 GHz
frequency bands is subject to footnote 5.441 to the United States Table of Frequency Allocations,
47 C.F.R. § 2.106, 5.441, which states that operations in these bands shall be in accordance with
the provisions of Appendix 30B.
        11.     Intelsat‘s use of the 10.7—10.95 GHz 11.2—11.45 GHz, and 11.45—11.7 GHz bands
is subject to footnote US211 to the United States Table of Frequency Allocations, 47 C.F.R. §
2.106, US211, which urges applicants for airborne or space station assignments to take all
practicable steps to protect radio astronomy observations in the adjacent bands from harmful
interference, consistent with footnote US74.
       12.    Intelsat‘s operation of the Intelsat 5 space station in the 10.7—10.95 GHz, 11.45—
11.7 GHz, and 12.75—13.25 GHz bands is limited to international operations in accordance with
footnote NG 52 to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106, NG 52.
        13.     Any action taken or expense incurred as a result of operations pursuant to this
grant of special temporary authority is at Intelsat‘s own risk.
        14.    Intelsat has 30 days from the date of this grant to decline this authorization as
conditioned. Failure to respond within that period will constitute formal acceptance of the
authorization as conditioned.
        15.    This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.FR. § 0.261, and is effective immediately.           Petitions for
Reconsideration under Section 1.106 or Applications for Review under Section 1.115 of the
Commussion‘s rules, 47 C.F.R. 1.106, 1.115, may be filed within 30 days of the date of the
public notice indicating that this action was taken.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests Special Temporary Authority
("STA")‘ for 180 days commencing August 27, 2013 to operate Intelsat 5 (call
sign S2704) temporarily at 50.15° E.L. in inclined orbit in the C— and Ku—bands
in accordance with the ITU filings of Turkey." Intelsat has a pending application
to modify the Intelsat 5 license to extend the satellite‘s license term and
understands that grant of this STA request would be without prejudice to any
action on that application."




‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00 filing fee
electronically via the International Bureau‘s Filing System.

Intelsat 5 to 50.15° E.L. See Intelsat License LLC Requestfor Special
Temporary Authority, File No. SAT—STA—20130715—00092 (filed July 15,
2013). Intelsat incorporates herein by reference the letter attached as Exhibit A
to that STA request from Tiirksat Satellite Communication, Cable TV and
Operation A.S. ("Tiirksat") dated July 12, 2013 confirming that Tiirksat has
informed the Government of Turkey that Intelsat 5 will operate at the nominal
50.0° E.L. under United States licensing authority. Intelsat has been operating
Intelsat 5 at 65.45° E.L. under STA. See Policy Branch Information; Satellite

As noted above, Intelsat 5 currently is operating at 65.45° E.L.* Subject to
receipt of FCC approval," Intelsat 5 will be relocated to 50.15° E.L. —— with the
drift starting July 30, 2013 and the satellite on—station in late August 2013.
Intelsat expects Intelsat 5 to operate at 50.15° E.L. through the first or second
quarter of 2014, when Turksat—4B is expected to be launched to the nominal
location.

At the 50.15° E.L. location, Intelsat will utilize the following TT&C frequencies
on Intelsat 5:

Uplink:

14498 MHz (H)
13999 MHz (RHCP)
Downlink:

11451 MHz (H, V and RHCP)
11452 MHz (H, V and RHCP)
11454 MHz (RHCP and LHCP)
At the 50.15° E.L. location, Intelsat also will operate the following
communications frequencies on Intelsat 5:

12750—13250 MHz
14000—14250 MHz

Grant of this STA request is in the public interest because it will allow Intelsat
to meet customer demand for temporary service at 50.15° E.L. It also serves the
public interest by enabling customers to receive additional services with this in—
orbit spacecraft prior to its de—orbit. The FCC has already approved a post—
mission disposal plan for the Intelsat 5 satellite that reserves 21.2 kg of fuel for
an intended de—orbit of 150 km. °

Grant of this STA request will not result in increased risk of harmful
interference. At 50.15° E.L., Intelsat will operate the above listed frequencies in
accordance with Turkey‘s coordination agreements related to that location or on
a non—interference, non—protected basis.

Intelsat has assessed and limited the probability of the space station becoming a
source of debris as a result of collision with large debris or other operational
space stations. Intelsat 5 will not be located at the same orbital location as
another satellite or at an orbital location that has an overlapping station—keeping
volume with another satellite. Further, Intelsat is not aware of any other FCC
licensed system, or any other system applied for and under consideration by the
FCC, having an overlapping station—keeping volume with Intelsat 5 at 50.15°
E.L. Finally, Intelsat is not aware of any system with an overlapping station—
keeping volume with Intelsat 5 at 50.15° E.L. that is the subject of an ITU filing
and that is either in orbit or progressing towards launch.
