The application of SES Americom, Inc. (SES Americom) for special temporary authority, IBFS
File No. SAT—STA—20121224—00222, for a period of 60 days, to repoint the spot beams of the
AMC—16 space station (Call Sign $2181) at the 85° W.L. orbital location in the 18.6—18.8 GHz
(space—to—Earth), 19.7—20.2 GHz (space—to—Earth), 28.4—28.6 GHz (Earth—to—space), and 29.5—30.0
GHz (Earth—to—space) frequency bands IS GRANTED. Specifically, SES Americom is
authorized to repoint the Ka—band beams on the AMC—16 space station such that the 10 spot
beams still provide coverage of the continental United States, but provide a slightly different
coverage for each beam. Operations pursuant to this authorization must be in accordance with
the technical specifications set forth in SES Americom‘s application and the Commission‘s rules,
and are subject to the following conditions:

       1.    All operations pursuant to this grant of special temporary authority shall be on an
unprotected and non—harmful interference basis, i.e., SES Americom must not cause harmful
interference to, and must not claim protection from interference caused to it by, any other
lawfully operating station.

       2.     In the event of any harmful interference caused by AMC—16 while operating
pursuant to this grant of special temporary authority, SES Americom must cease operations
immediately upon notification of such interference and must inform the Commission, in writing,
immediately of such an event.

       3.    While at the 85° W.L. orbital location, SES Americom must maintain the AMC—5
spacecraft with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.

       4.    No changes are authorized to the previously authorized technical parameters of the
Ku—beams aboard AMC—16 in the 11.7—12.2 GHz (space—to—Earth) and 14.0—14.5 GHz (Earth—to—
space) frequency bands.

        5.   With the exception of the repointing of the 10 spot beams in the 18.6—18.8 GHz
(space—to—Earth), 19.7—20.2 GHz (space—to—Earth), 28.4—28.6 GHz (Earth—to—space), and 29.5—30.0
GHz (Earth—to—space) frequency bands, SES Americom must comply with the conditions placed
on operations of AMC—16 in IBFS File No. SAT—LOA—19950929—00133 et al.

       6. _ Operations of AMC—16 under this grant of special temporary authority must comply
with any agreement previously coordinated with U.S. Government systems pursuant to footnote
US334 to the Table of Frequency Allocations. See GE American Communications, Inc., Order
and Authorization, 12 FCC Red 6475, 6486 para. 34 (Int‘l Bur. May 9, 1997).

        7.   Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at SES Americom‘s own risk.

      8.  Grant of this authorization is without prejudice to any action on IBFS File No.
SAT—MOD—20121224—00221.

        9.    SES Americom is afforded thirty days from the date of release of this grant and
authorization to decline this authorization as conditioned. Failure to respond within this period
will constitute formal acceptance of the authorization as conditioned.

        10. This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of the
public notice indicating that this action was taken.

SES Americom,       Inc.   (‘(SES‘)   respectfully requests special temporary authority for a 60—day period
beginning on or before January 25,            2013,   to permit reorientation of the AMC—16 space station‘s Ka—
band beams.       Authority is sought pending action on the concurrently—filed application to modify

                            REQUEST OF SES AMERICOM, INC.

                SES Americom, Inc. (doing business as "SES"), hereby respectfully requests

special temporary authority ("STA") for a period of 60 days beginning on or before January 25,

2013, to permit reorientation of the AMC—16 fixed—satellite space station‘s Ka—band beams. SES

seeks STA pending action on its concurrently—filed application to modify the AMC—16 license to

permit adjustment of the satellite‘s Ka—band footprint.‘ Grant of the requested authority will

enable SES to tailor the Ka—band coverage of AMC—16 to better accommodate customer service

requirements.

                As discussed in the AMC—16 Modification, SES has a customer request to

perform a slight reorientation of the AMC—16 Ka—band beams. The modification application

includes a public interest analysis in support of the request as well as technical materials

demonstrating that adjusting the AMC—16 Ka—band coverage as proposed will not adversely

affect any other satellite operators. The Commission has generally permitted satellite operators

the flexibility to design and modify their networks in response to customer requirements, absent

compelling countervailing public interest considerations." Here, grant of the requested STA will

permit SES to accommodate customer requirements and facilitate efficient use of AMC—16 to

provide service to customers.

               For the foregoing reasons, SES respectfully requests expeditious grant of STA to

permit reorientation of AMC—16 in order to adjust the Ka—band footprint pending action on the

AMC—16 Modification.
