The application of Intelsat License LLC (Intelsat) for special temporary authority, IBFS File No.
SAT—STA—20121119—00200, IS GRANTED. Specifically, Intelsat is authorized, for a period of
30 days, commencing November 25, 2012, to continue to perform telemetry, tracking, and
command operations necessary to drift the Intelsat 7 space station (Call Sign $2229) from the
68.65° E.L. orbital location to the 59.85° E.L. orbital location, using the 11.451 GHz and 11.453
GHz (space—to—Earth) and 13.998 GHz (Earth—to—space) frequencies. Intelsat is also authorized,
on a temporary basis, to provide Fixed—Satellite Service (FSS) via Intelsat 7 at the 59.85° E.L.
orbital location in the 3400—3700 MHz (space—to—Earth), 6425—6725 MHz (Earth—to—space),
10.95—11.2 GHz (space—to—Earth), 11.45—11.70 GHz (space—to—Earth), and 13.75—14.25 GHz
(Earth—to—space) frequency bands. Operations underthis authorization must be in accordance
with the terms and conditions contained in Intelsat‘s application, the Federal Communications
Commission‘s rules not waived herein, and are subject to the following conditions:
        1.     All operations under this. grant of special temporary authority shall be on an
unprotected and non—harmful interference basis, i.e., Intelsat shall not cause harmful interference
to, and shall not claim protection from interference caused to it by, any other lawfully operating
radiocommunication system. In the event of any harmful interference as a result of the
operations under this grant of special temporary authority, Intelsat shall cease operations
immediately upon notification of such interference and shall immediately inform the
Commission, in writing, of such an event.
      2.     During the drift to the 59.85° E.L. orbital location, Intelsat may not operate the
communications payload on the Intelsat 7 space station.
        3.      Intelsat shall coordinate the operations of Intelsat 7 with existing geostationary
space stations to ensure that no unacceptable interference results from its operations at the 59.85°
E.L. orbital location.
        4.      Any action taken or expense incurred as a result of operations pursuant to this
grant of special temporary authority is at Intelsat‘s own risk.
       5.      While at the 59.85° E.L. orbital location, Intelsat shall maintain the Intelsat 7
space station with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.
       6.      Intelsat shall operate Intelsat 7 at the 59.85° E.L. orbital location in accordance
with any existing coordination agreements for this location.
       7.     In connection with the provision of service in any particular country, Intelsat is
obliged to comply with the applicable laws, regulations, rules, and licensing procedures of that
country.
       8.      Intelsat‘s use of the 10.95—11.2 GHz and 11.45—11.7 GHz bands is subject to
footnote US211 to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106, US211,
which urges applicants for airborne or space station assignments to take all practicable steps to
protect radio astronomy observations in the adjacent bands from harmful interference, consistent
with footnote US74.
       9.      Intelsat‘s operation of the Intelsat 7 space station in the 10.95—11.2 GHz and
11.45—11.7 GHz bands is limited to international operations in accordance with footnote NG 104
to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106, NG 104, and footnote 2

of Section 25.202(a)(1) of the Commission‘s rules, 47 C.F.R. § 25.202(a)(1).
       10.    Pursuant to footnote US337 of the United States Table of Frequency Allocations,
47 C.F.R. § 2.106, any earth station in the United States and its possessions (US&P)
communicating with the Intelsat 7 space station in the 13.75—14.0 GHz frequency band (Earth—to—
space) is required to coordinate through National Telecommunications and Information
Administration‘s (NTIA‘s) Interdepartment Radio Advisory Committee‘s (IRAC‘s) Frequency
Assignment Subcommittee (FAS).1
         11.     Grant of this authorization is without prejudice to any decision regarding Intelsat‘s
ability to file an application for authorization to operate a replacement space station in the 3400—
3700 MHz and 6675—6725 MHz frequency bands at the 68.5° E.L. orbital location." Grant of this
authorization does not constitute an announcement that these frequencies are available for
reassignment.
       12.     Grant of this authorization does not constitute a finding pursuant to Section
25.161(c) of the Commission‘s rules.
         13.     This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

through NTIA‘s IRAC‘s FAS to minimize interference to the forward space—to—space link of the National
Aeronautics and Space Administration Tracking and Data Relay Satellite System. 47 C.F.R. § 2.106, US337.

> Intelsat is also authorized to operate the Intelsat 20 space station (Call Sign $2847) at the 68.5° E.L. orbital
location, which will operate on many of the same frequencies currently used by Intelsat 7. See IBFS File No. SAT—
LOA—20111024—00208, granted July 26, 2012. Intelsat 20, however, will not use the 3400—3700 MHz and 6675—
6725 MHz frequency bands that are currently authorized for use by Intelsat 7. Id.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an additional 30
days—from November 25, 2012 through December 24, 2012— of the
Special Temporary Authority ("STA")‘ to drift Intelsat 7 (call sign
$2229) from 68.65° E.L. to 59.85° E.L., and to operate the satellite at
that location in the C— and Ku—bands collocated with Intelsat 904.
Intelsat has a pending 180—day STA request to drift and operate the
satellite® and expects shortly to file an application for modification of
the Intelsat 7 license to allow for its permanent operation at 59.85°
EL.

Intelsat 7 currently is located at 68.65° E.L.*, where it was recently
replaced by Intelsat 20.‘ Due to an unexpected delay, the drift of
Intelsat 7 to 59.85° E.L. is scheduled to begin on November 23, 2012,
with the satellite now expected to be on—station in late December
2012.

During the drift of Intelsat 7 from 68.65° E.L. to 59.85° E.L., Intelsat
will utilize only the satellite‘s TT&C frequencies and will follow

industry practices for coordinating TT&C transmissions during the
relocation process. The specific TT&C frequencies are as follows:

Uplink:

13998 MHz (RHCP)

Downlink:

11451 MHz (H and LHCP)
11453 MHz (V and LHCP)
Once on—station at 59.85° E.L., Intelsat 7 will operate in the following
communications frequencies:

3400—3700 MHz
6425—6725 MHz

10.95—11.2 GHz
11.45—11.7 GHz
13.75—14.25 GHz

Grant of this STA extension request is in the public interest because it
will allow Intelsat to meet additional customer demand at 59.85° E.L.

Grant of this STA extension request will not result in increased risk of
harmful interference. As noted above, Intelsat will operate only the
above listed TT&C frequencies during the drift, and will coordinate
its TT&C transmissions with operators of satellites in the drift path.
Should any interference occur during the drift, Intelsat will take all
reasonable steps to eliminate such interference. Once Intelsat 7 is on—
station at 59.85° E.L., Intelsat will operate the communications
payload in conformance with its coordination agreements related to
that location or on a non—interference, non—protected basis.
Additionally, Intelsat agrees to operate Intelsat 7 at 59.85° E.L. in
accordance with the frequency—related conditions in the
Commission‘s 2004 order granting authority for the satellite to
operate at 68.5° EL.

Intelsat has assessed and limited the probability of the space station
becoming a source of debris as a result of collision with large debris
or other operational space stations. Intelsat 7 will not be located at
the same orbital location as another satellite or at an orbital location
that has an overlapping station—keeping volume with another satellite.
Further, Intelsat is not aware of any other FCC licensed system, or
any other system applied for and under consideration by the FCC,
having an overlapping station—keeping volume with Intelsat 7 at
59.85° E.L. Finally, Intelsat is not aware of any system with an
overlapping station—keeping volumewith Intelsat 7 at 59.85° E.L. that
is the subject of an ITU filing and that is either in orbit or progressing
towards launch.

For the reasons set forth herein, Intelsat respectfully requests that the
Commission expeditiously grant this request.
