The application of DIRECTV Enterprises, LLC (DIRECTV) for special temporary authority, IBFS File
No. SAT—STA—20121109—00197 is GRANTED IN PART, and DENIED IN PART.‘ Accordingly,
DIRECTV is authorized, for a period ending on December 31, 2012, to conduct Telemetry, Tracking, and
Command (TT&C) operations necessary to maintain the DIRECTV 1R space station (S2369) at the 55.8°
E.L. orbital location using the following center frequencies: 17.305 GHz and 17.799 GHz (Earth—to—
space); and 12.69825 GHz and 12.69925 GHz (space—to—Earth)." This authorization shall be in
accordance with the technical parameters set forth in DIRECTV‘s application and the Commission‘s
rules, and is subject to the following conditions.
1.   All operations must be on an unprotected and non—harmful interference basis, i.e., DIRECTV must
     not cause harmful interference to, and must not claim protection from interference caused to it by, any
     other lawfully operating radiocommunication system.
2.   In the event of any harmful interference to any other lawfully operating radiocommunication system,
     DIRECTV must cease operations immediately upon notification of such interference and must
     immediately inform the Commission, in writing, of such an event.
3.   Operations are limited to TT&C only. DIRECTV must not operate the communications payload on
     the DIRECTV 1R space station.
4.   DIRECTV must maintain the DIRECTV 1R space station within an east/west longitudinal station—
     keeping tolerance of + 0.05 degrees of the 55.8° E.L. orbital location.
5.   Any action taken or expense incurred as a result of operations pursuant to this special temporary
     authority is solely at DIRECTV‘s own risk.
6.   Grant of this authorization is without prejudice to any determination that the Commission may make
     regarding DIRECTV‘s pending application seeking a license to operate the DIRECTV 1R space
     station at the 55.8° E.L. orbital location. See IBFS File Nos. SAT—A/O—20120817—00137, SAT—
     AMD—20120824—00142, and SAT—AMD—20120913—00148.
7.   Grant of this authorization is without prejudice to any enforcement action by the Commission.
     This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47
     C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under Section 1.106 or
     applications for review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115,
     may be filed within 30 days of the date of the publicnoticeindicatingthatthis action wastaken.

‘ DIRECTV filed this STA request on November 9, 2012, but requests that we grant the request nunc pro tunc,
commencing on November 2, 2012. We deny this portion of DIRECTV‘s request.

> DIRECTV‘s previous STA request specified the 56.16 ° E.L. orbital location as proposed in DIRECTYV‘s
modification application for DIRECTV 1R (SAT—A/O—20120817—00137), but DIRECTV has since amended this
modification application to request the 55.8° E.L. orbital location. See IBFS File Nos. SAT—AMD—20120824—00142
and SAT—AMD—20120913—00148.

                    REQUEST FOR SPECIAL TEMPORARY AUTHORITY
                             Call Sign: S2872 (DIRECTY I1R)

        DIRECTV Enterprises, LLC ("DIRECTV") hereby requests an extension of its
Special Temporary Authority ("STA") for up to sixty (60) days to continue to drift the
DIRECTV 1R spacecraft to the 55.8° E.L. orbital location, and to perform telemetry,
tracking and command ("TT&C") operations with DIRECTV 1R during this drift and
while initially on station at 55.8° E.L.

       On September 3, 2012, the Commission granted DIRECTV a 60—day STA for
migration and TT&C operations with this spacecraft.‘ However, the satellite is not
expected to arrive at its new orbital location until approximately December 10. In
addition, DIRECTV‘s application to re—license DIRECTV 1R as a U.S. space station
operating at 55.8° W.L. remains pending." The requested STA will enable DIRECTV to
complete migration of the satellite and stationkeep it at its new orbital location while the
licensing application is being processed.

        Due to an administrative oversight, DIRECTV‘s prior STA expired prior to filing
of this extension request. In the brief interim since that authorization expired, DIRECTV
has continued to operate this space station in conformance with the previously authorized
parameters. DIRECTV has received no notice of any interference issues during this
interim period. DIRECTV respectfully requests that this extension be granted effective
as of November 2, 2012, nunce pro tunc.

       As with the prior STA, the communications payload on DIRECTV 1R will
remain inactive and only the TT&C payload will operate, using the following
frequencies:

               Uplink:         17305 and 17799 MHz
               Downlink:       12698.25 and 12699.25 MHz.

DIRECTV will coordinate with potentially affected satellite operators in accordance with
industry practice, and will operate on a non—interference basis.

        Grant of this STA request will serve the public interest by allowing DIRECTV to
complete the migration of this satellite to an orbital location where it will be used to help
ensure uninterrupted service to direct—to—home satellite video subscribers in Russia. In
addition, grant of this STA request will not result in increased risk of harmful
interference to any other system.
