The application of Intelsat License LLC (Intelsat) for special temporary authority, IBFS File No.
SAT—STA—20121017—00182, IS GRANTED. Specifically, Intelsat is authorized, for a period of 180
days, to (1) provide Fixed—Satellite Service (FSS) via Intelsat 5(Call Sign $2704), in inclined orbit, at
65.45° E.L. in the 3700—4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—space), 10.7—10.95 GHz
(space—to—Earth), 11.2—11.45 GHz (space—to—Earth), 11.45—11.7 GHz (space—to—Earth), 12.75—13.25 GHz
(Earth—to—space), and 14.0—14.25 GHz (Earth—to—space) frequency bands; and (2) conduct Telemetry,
Tracking, and Command (TT&C) operations necessary to maintain Intelsat 5 at 65.45° E.L. using the
following center frequencies: 14.498 GHz and 13.999 GHz (Earth—to—space); 11.451 GHz, 11.452 GHz,
and 11.454 GHz (space—to—Earth).‘ Operations under this authorization must be in accordance with the
terms and conditions contained in Intelsat‘s application and the Federal Communications Commission‘s
rules not waived herein, and are subject to the following conditions:
        1.       All operations under this grant of special temporary authority must be on an unprotected
and non—harmful interference basis, i.e., Intelsat must not cause harmful interference to, and must not
claim protection from interference caused to it by, any other lawfully operating radiocommunication
system. In the event of any harmful interference as a result of the operations under this grant of special
temporary authority, Intelsat must cease operations immediately upon notification of such interference
and must immediately inform the Commission, in writing, of such an event.
        2.       While at the 65.45° E.L. orbital location, Intelsat must maintain the Intelsat 5 space
station with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.
        3.       Intelsat must operate Intelsat 5 at the 65.45° E.L. orbital location in accordance with any
existing or future coordination agreements for this location.
       4.      In connection with the provision of service in any particular country, Intelsat is obliged to
comply with the applicable laws, regulations, rules, and licensing procedures of that country.
        5.      Intelsat‘s use of the 10.7—10.95 GHz, 11.2—11.45 GHz, and 12.75—13.25 GHz bands must
be in accordance with the provisions of Appendix 30B.
        6.      Intelsat‘s use of the 10.7—10.95 GHz, 11.2—11.45 GHz, and 11.45—11.7 GHz bands is
subject to footnote US211 to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106,
US211, which urges applicants for airborne or space station assignments to take all practicable steps to
protect radio astronomy observations in the adjacent bands from harmful interference, consistent with
footnote US74.
        7.       Intelsat‘s operation of the Intelsat 5 space station in the 10.7—10.95 GHz, 11.2—11.45
GHz, 11.45—11.7, and 12.75—13.25 GHz bands is limited to international operations in accordance with
footnote NG 104 to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106, NG 104, and
footnote 2 of Section 25.202(a)(1) of the Commission‘s rules, 47 C.F.R. § 25.202(a)(1).
        8.       Operations of Intelsat 5 to or from the United States must comply with the power levels
specified in Section 25.212 of the Commission‘s rules, 47 C.F.R. § 25.212, unless Intelsat coordinates

any operations using power levels exceeding the levels in Section 25.212 with all potentially affected
adjacent satellites within 6 degrees orbital separation of the 65.45° E.L. orbital location. Intelsat must
inform the Commission of the power levels it has coordinated. In addition, Intelsat must inform all
affected earth station operators that Section 25.220 of the Commission‘s rules applies to operations that
exceed the power levels specified in Section 25.212. In no event shall the uplink power density level of
Intelsat 5‘s digital carriers operating in the 5925—6425 MHz band exceed —38.7 dBW/Hz, or in the 14.0—
14.25 GHz band exceed —45 dBW/Hz. In no event shall the downlink EIRP density of the Intelsat 5
digital carriers operating in the 3700—4200 MHz band exceed —32 dBW/Hz; or in the 11450—11700 MHz
band exceed —20 dBW/Hz.
       9.    Grant of this special temporary authority is without prejudice to any action on IBFS File
Nos. SAT—MOD—20121002—00176 and SAT—MOD—20121109—00196.
         10.      Grant of this authorization does not constitute "specific authority" pursuant to 25.161(c)
of the Commission‘s rules.
         11.    This grant of special temporary authority is without prejudice to any decision with
respect to any replacement expectancy at the 169.0° W.L. orbital location in the 10.7—10.95 GHz, 11.2—
11.45 GHz, 11.45—11.7 GHz, and 12.75—13.25 GHz frequency bands."
         12.    Any action taken or expense incurred as a result of operations pursuant to this grant of
special temporary authority is at Intelsat‘s own risk.
         13.     Intelsat is afforded thirty days from the date of release of this grant to decline this
authorization as conditioned. Failure to respond within this period will constitute formal acceptance of
the authorization as conditioned.
         14.      This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under Section
1.106 or applications for review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106,
1.115, may be filed within thirty days of the date of the public notice indicating that this action was taken.

            Dear Ms. Dortch:

            Intelsat License LLC ("Intelsat") herein requests Special Temporary Authority
            ("STA")‘ for 180 days from date of grant to drift Intelsat 5 (call sign $2704)
            from 169.0° E.L. to 65.45° E.L. and to operate the satellite at 65.45° E.L. in the
            C— and Ku—bands under new U.S. ITU filings." Intelsat also seeks to extend the
            Intelsat 5 license term, which currently expires on October 26, 2012, for the
            duration of this STA request." Intelsat expects shortly to file an application for
            modification of the Intelsat 5 license to allow for its permanent operation at
            65.45° E.L.

            Intelsat 5 currently is operating at 169.0° E.L.* Subject to receipt of FCC
            approval, Intelsat 5 will be relocated to 65.45° E.L.—with the drift starting
            October 21, 2012 and the satellite on—station in late May 2013.


            ‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00 filing fee
            electronically via the International Bureau‘s Filing System.

            > Intelsat has a pending 30—day STA request for authority to start drifting
            Intelsat 5 to 65.45° E.L. See Intelsat License LLC Requestfor Special
            Temporary Authority, File No. SAT—STA—20120911—00147 (filed Sept. 11,
            2012). Intelsat expects to begin inclined orbit operations upon commencement

During the drift of Intelsat 5 from 169.0° E.L. to 65.45° E.L., Intelsat will
utilize only the satellite‘s TT&C frequencies and will follow industry practices
for coordinating TT&C transmissions during the relocation process. The
specific TT&C frequencies are as follows:

Uplink:

14498 MHz (H)
13999 MHz (RHCP)
Downlink:

11451 MHz (H, V and RHCP)
11452 MHz (H, V and RHCP)
11454 MHz (RHCP and LHCP)

Once located at 65.45° E.L., Intelsat also will operate the satellite‘s
communications frequencies as set forth below:

Uplink:

5925—6425 MHz
12750—13250 MHz
14000—14250 MHz

Downlink:

3700—4200 MHz
10700—10950 MHz
11200—11450 MHz
11450—11700 MHz

Grant of this STA request is in the public interest because it will allow Intelsat
to meet anticipated customer demand at 65.45° E.L. Continued operation of the
Intelsat 5 satellite beyond October 26, 2012 also serves the public interest by
enabling customers to receive additional services with this in—orbit spacecraft
prior to its de—orbit. The FCC has already approved a post—mission disposal
plan for the Intelsat 5 satellite that reserves 21.2 kg of fuel for an intended de—
orbit of 150 km. *

 Grant of this STA request will not result in increased risk of harmful
 interference. As noted above, Intelsat will operate only the above listed TT&C
 frequencies during the drift, and will coordinate its TT&C transmissions with
 operators of satellites in the drift path. Should any interference occur during the
 drift, Intelsat will take all reasonable steps to eliminate such interference. Once
 on—station at 65.45° E.L., Intelsat will operate the communications payload in
 conformance with its coordination agreements related to that location or on a
 non—interference, non—protected basis.

  Intelsat has assessed and limited the probability of the spacestation becoming a
  source of debris as a result of collision with large debris or other operational
  space stations. Intelsat 5 will not be located at the same orbital location as
  another satellite or at an orbital location that has an overlapping station—keeping
  volume with another satellite. Further, Intelsat is not aware of any other FCC
  licensed system, or any other system applied for and under consideration by the
  FCC, having an overlapping station—keeping volume with Intelsat 5 at 65,45°
. E.L. Finally, Intelsat is not aware of any system with an overlapping station—
  keeping volume with Intelsat 5 at 65.45° E.L. that is the subject of an ITU filing
  and that is sither in orbit or progressing towards launch.

 For the reasons set forth herein, Intelsat respectfully requests that the
 Commission expeditiously grant this request.
