The application of Intelsat License LLC (Intelsat), IBFS File No. SAT—STA—20120323—00059, is
granted. Accordingly, Intelsat is authorized for a period of 30 days to operate Telemetry,
Tracking, and Telecommand (TT&C) operations with the Intelsat 706 space station (Call Sign
$2401) necessary to drift the space station from the 72.1° E.L. orbital location to the 177.9° E.L.
orbital location using the following frequencies: 6173.7 MHz and 6176.3 MHz (left—hand
circular polarization/Earth—to—space); 3947.5 MHz, 3948.0 MHz , 3952.5 MHz, and 3952.0 MHz
(right—hand circular polarization/space—to—Earth)‘. This authorization shall be in accordance with
the technical specifications set forth in Intelsat‘s application, Federal Communications
Commission (Commission) rules, and the following conditions:

         1.        All operations of Intelsat 706 during the drift to 177.9° E.L. orbital location shall
be on an unprotected and non—harmful interference basis, i.e., Intelsat shall not cause harmful
interference to, and shall not claim protection from interference caused to it by, any other
lawfully operating station.

        2.      In the event of any harmful interference during Intelsat 706 ‘s drift to the 177.9°
E.L. orbital location, Intelsat shall cease operations immediately upon notification of such
interference, and shall inform the Commission, in writing, immediately of such an event.

         3.        During the drift to the 177.9° W.L. orbital location, Intelsat may not operate the
communications payload on the Intelsat 706 space station.

        4.     Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at Intelsat‘s own risk.

         5.        Intelsat shall notify the Chief, Satellite Division, in writing, of the date that the
Intelsat 706 space station departs the 72.1° E.L. orbital location within three business days of the
departure date.

        6.       Grant of this authorization is based on Intelsat‘s representation that it will
dispose of the Intelsat 706 spacecraft at end of life to a minimum altitude of 150
kilometers (perigee) above the geostationary arc, that it has reserved 32.97 kilograms of
fuel for this purpose, and that fuel gauging uncertainty has been and will be taken into
account in these calculations, using the methods set forth in Intelsat‘s application.

        7.     Intelsat‘s request that the Part 25 technical waivers previously granted to the
Intelsat 706 space station continue to apply at the 177.9° E.L. orbital location, is granted. Nee
Intelsat LLC, Memorandum Opinion and Order, 15 FCC Red 15460 (2000), recon. denied, 15
FCC Red 25234 (2000).

       8.      This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for


‘ Intelsat‘s request indicates that it will apply for operational authority for maintain Intelsat 706 at 177.9°
E.L. in a separate application.

Intelsat Licengse LLC herein requests Special Temporary Authority for 30 days,               commencing April 15,
2012,    to drift   Intelsat 706   (call   sign $2401)   from 72.0 E.L.   to 177.9 E.L.,   where it will
eventually operate in the C— and Ku—bands in inclined orbit.               Intelsat currently expects to
operate Intelsat 706 at 177.9 E.L. until the satellite is de—orbited in the fourth quarter of
2013 .

 Dear Ms. Dortch:

 Intelsat License LLC ("Intelsat") herein requests Special Temporary Authority
 ("STA")‘ for 30 days, commencing April 15, 2012, to drift Intelsat 706 (call
 sign $2401) from 72.0° E.L. to 177.9° E.L., where it will eventually operate in
 the C— and Ku—bands in inclined orbit." Intelsat currently expects to operate
 Intelsat 706 at 177.9° E.L. until the satellite is de—orbited in the fourth quarter
 of 2013.

 Intelsat 706 is currently operating at 72.0° E.L. Following receipt of FCC
 approval, Intelsat 706 will begin drifting to 177.9° E.L. on April 15, 2012. It is
 expected to be on—station at that location in December 2012.* During the drift
 of Intelsat 706 from 72.0° E.L. to 177.9° E.L., Intelsat will operate only the


 ‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00 filing
 fee electronically via the International Bureau‘s Filing System.

satellite‘s TT&C frequencies and will coordinate the drift with potentially
affected operators.

The specific TT&C frequencies are as follows:

Uplink:

Grant of this STA request is in the public interest because it will allow Intelsat
to flexibly manage its fleet in order to optimize service to customers.

Grant of this STA request will not result in increased risk of harmful
interference. Intelsat will coordinate the drift with all potentially affected
operators. Moreover, Intelsat currently operates Intelsat 602 at 178.0° E.L.
without interference." Intelsat will operate Intelsat 706 at 177.9° E.L. in
conformance with its coordination agreements related to the nominal 178.0°
E.L. location.

Intelsat has assessed and limited the probability of the space station becoming
a source of debris as a result of collision with large debris or other operational
space stations. Intelsat 706 will not be located at the same orbital location as
another satellite or at an orbital location that has an overlapping station—
keeping volume with another satellite. Further, Intelsat is not aware of any
other FCC licensed system, or any other system applied for and under
consideration by the FCC, having an overlapping station—keeping volume with
Intelsat 706 at 177.9° E.L. Finally, Intelsat is not aware of any system with an
overlapping station—keeping volume with Intelsat 706 at 177.9° E.L. that is the
subject of an ITU filing and that is either in orbit or progressing towards
launch.

Intelsat requests that the Part 25 waivers originally granted to the Intelsat 706
spacecraft continue to apply at the 177.9° E.L. location, namely, the waivers of
Sections 25.202(g), 25.210(a)(1), 25.210(a)(3), 25.:210(i) and 25.211(a) of the
Commission‘s rules.

For the reasons set forth herein, Intelsat respectfully requests that the
Commission expeditiously grant this request.
