Dear Ms. Dortch:

        EchoStar Satellite Operating Corporation and EchoStar Broadcasting Corporation
(collectively “EchoStar”) take this opportunity to update the information provided to the
Commission in the above-referenced files.

        Consistent with the authorization application for EchoStar 16, EchoStar expects to test
EchoStar 16 at 67.1º W.L. and then move the satellite to 61.5º W.L.1 As the QuetzSat-1 satellite
has remained at 67.1º W.L. since it was tested in the Fall of 2011, QuetzSat-1 will be moved
prior to the launch of EchoStar 16.2 Pending receipt of appropriate authorities, QuetzSat-1 will
either be moved to an operational location at 61.5º W.L. or to a temporary offset location of
67.2º W.L. In the event that QuetzSat-1 is moved to 61.5º W.L., and again pending receipt of
appropriate authorities, EchoStar expects the satellite to move within the 61.5º W.L. orbital
cluster prior to the arrival of EchoStar 16 in order to accommodate EchoStar 16 at its intended
permanent location of 61.5º W.L.

 Publicly available information indicates that International Launch Services expects the Proton
rocket to return to service sometime in October 2012. EchoStar 16 is third in line on the Proton
manifest at this time, and so EchoStar currently anticipates a launch in the late November/
December time frame.
