The application of Intelsat License LLC (Intelsat) for special temporary authority, IBFS File No.
SAT—STA—20120126—00013, to perform in—orbit testing (IOT) of the Intelsat 22 space station (Call Sign
$2846) at the 63.1° E.L. orbital location is granted for a period of 30 days, commencing on April 1, 2012.
Accordingly, Intelsat is authorized to operate Intelsat 22 for testing purposes only at the 63.1° E.L. orbital
location in the following frequency bands: 3625—4200 MHz (space—to—Earth), 5850—6425 MHz (Earth—to—
space), 11450—11700 MHz (space—to—Earth), 14000—14500 MHz (Earth—to—space), and 12250—12750 MHz
(space—to—Earth). Additionally, Intelsat is authorized to operate Telemetry, Tracking, and Telecommand
(TT&C) in the C— and Ku—bands both to support testing operations at the 63.1° W.L. orbital location, and
to effect Intelsat 22‘s drift to its authorized location of 72.1° E.L. upon the completion of in—orbit testing,
using the following center frequencies: 4197.25/4198.25 MHz or 4197.75/4198.75 MHz, 5850.5 MHz,
and 6424.5 MHz. This authorization is granted subject to the technical parameters specified in Intelsat‘s
application, the rules of the Federal Communication Commission (Commission), and the following
conditions.
1.   All operations at the 63.1° E.L. orbital location and during the drift to the 72.1° E.L. orbital location
     shall be on an unprotected and non—harmful interference basis, i.e., Intelsat shall not cause harmful
     interference to, and shall not claim protection from interference caused to it by, any other lawfully
     operating radiocommunication system.

2.   In the event of any harmful interference as a result of the operations of Intelsat 22 at the 63.1° E.L.
     orbital location or during its drift to the 72.1° E.L. orbital location, Intelsat shall cease operations
     immediately upon notification of such interference and shall inform the Commission immediately, in
     writing, of such an event.

3.   Intelsat shall coordinate the operations of Intelsat 22 with the operators of existing geostationary
     space stations to ensure that no unacceptable interference results from the operations of Intelsat 22 at
     the 63.1° E.L. orbital location.

4.   Intelsat 22‘s operations at 63.1° E.L. shall be limited to IOT in the 3625—4200 MHz (space—to—Earth),
     5850—6425 MHz (Earth—to—space), 11450—11700 MHz (space—to—Earth), 14000—14500 MHz (Earth—to—
     space), and 12250—12750 MHz (space—to—Earth) frequency bands and shall not include the provision
     of commercial services.

5.   Intelsat shall operate only the TT&C frequencies on Intelsat 22 during the space station‘s drift from
     the 63.1° E.L. orbital location to the 72.1° E.L. orbital location.

6.   During the in—orbit testing period, Intelsat shall maintain the Intelsat 22 space station within an
     east/west longitudinal station—keeping tolerance of + 0.05 degrees of the 63.1° E.L. orbital location.

7.   Intelsat shall notify the Commission, in writing, within two business days of the commencement of
     IOT operations that such operations have commenced.

8.   This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47
     C.F.R. § 0.261, and is effective immediately.

Intelsat License LLC herein requests a grant of Special Temporary Authority for 30 days,                    from
April 1,    2012 through April 30,       2012,   to conduct in—orbit testing of Intelsat 22 at 63.1 E.L.            in
the   bands 3625—4200 MHz        (downlink),   5850—6425 MHz   (uplink),   11450—11700 MHz   (downlink),   14000—
14500 MHz        (uplink),   and 12250—12750 MHz   (downlink),   and to drift the satellite to its permanent
location of 72.1 E.L.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary
Authority ("STA")‘ for 30 days, from April 1, 2012 through April 30, 2012, to
conduct in—orbit testing ("IOT") of Intelsat 22 (File No. SAT—LOA—20110929—
00193) at 63.1° E.L. in the bands 3625—4200 MHz (downlink), 5850—6425
MHz (uplink), 11450—11700 MHz (downlink), 14000—14500 MHz (uplink),
and 12250—12750 MHz (downlink), and to drift the satellite to its permanent
location of 72.1° E.L. Intelsat 22 currently is scheduled to be launched on
March 14, 2012. In support ofits request, Intelsat submits the following
information.

During in—orbit testing of Intelsat 22, Intelsat will operate in the above
referenced C— and Ku—bands. * To Intelsat‘s knowledge, the only co—frequency
satellites within plus/minus six degrees of 63.1° E.L. are Intelsat 904 at 60.0°
E.L., Intelsat 902 at 62.0° E.L., Intelsat 906 at 64.15° E.L., Intelsat 17 at 66.0°
E.L., Intelsat 7 at 68.65° E.L., Intelsat 10 at 68.5° E.L., and Inmarsat 3F—1 at
64.5° E.L. Intelsat currently is in coordination discussions with Inmarsat
regarding the Intelsat 22 IOT. With regard to the remaining spacecraft,
Intelsat will internally coordinate the proposed testing with the operations of
these satellites. In the unlikely event that harmful interference occurs, Intelsat
will take all necessary steps to eliminate the interference.


‘ Intelsat has filed this STA request, an FCC Form 159 and an $830.00 filing
fee electronically via the International Bureau‘s Filing System.

drift from 63.1° E.L. to 72.1° E.L., only the satellite‘s TT&C frequencies will
be utilized.
* The UHF frequencies on Intelsat 22 will be in—orbit tested at the 72.1° E.L.
location pursuant to authority from the Australian administration.
Coordination of the in—orbit testing of the UHF payload has been coordinated
with the U.S. Department of Defense.

Intelsat has assessed and limited the probability of the space station becoming
a source of debris as a result of collision with large debris or other operational
space stations during in~orbit testing at 63.1° E.L. Intelsat 22 will not be
located at the same orbital location as another satellite or at an orbital location
that has an overlapping station—keeping volume with another satellite. Further,
Intelsat is not aware of any other FCC licensed system, or any other system
applied for and under consideration by the FCC, having an
overlapping station—keeping volume with Intelsat 22. Finally, Intelsat is not
aware of any system with an overlapping station—keeping volume with Intelsat
22 that is the subject of an ITU filing and that is either in orbit or progressing
towards launch.

The in—orbit testing of Intelsat 22 at 63.1° E.L. is a critical step in ensuring that
the satellite will be fully operational at 72.1° E.L. This, in turn, will ensure
continuity ofservice to customers at the nominal 72.0° E.L. location, and
thereby promotes the public interest.

For the reasons set forth herein, Intelsat respectfully requests that the
Commission grant this request.
