Re:    Request for Extension of Special Temporary Authority to Drift and
       Request to Operate Horizons 2
       Call Sign: S2423

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a 60-day extension – through
March 29, 2012 – of Special Temporary Authority ("STA")1 previously
granted Intelsat to drift its Horizons 2 satellite from 74.05° W.L. to 84.85°
E.L.2 In addition, Intelsat is requesting authority to begin operating Horizons 2
once the satellite is on-station at 84.85° E.L. Intelsat has a pending request to
modify the license of Horizons 2 to authorize its permanent operation at 84.85°
E.L.3

Horizons 2 currently is drifting to 84.85º E.L., and is expected to be on-station
on February 1, 2012. Intelsat therefore is requesting herein both continued
drift authority as well as operational authority at 84.85º E.L.

During the continued drift of Horizons 2 from 74.05° W.L. to 84.85° E.L.,
Intelsat will utilize only the satellite’s TT&C frequencies and will coordinate
the drift with all potentially affected operators. The specific TT&C
frequencies are as follows:

Uplink:

14000.5 MHz (H or LHCP) and 14499.5 MHz (V or LHCP)

Downlink:

12196.0 MHz and 12198.625 MHz (H or RHCP)


The specific communications frequencies are as follows:

Downlink: 11700—12200 MHz

Uplink: 14000—14500 MHz

Grant of this STA extension request will serve the public interest by allowing
Intelsat to complete the drift and begin operating Horizons 2 immediately upon
its arrival at 84.85° E.L. In addition, grant will allow the Commission
additionaltime to consider the pending application for permanent authority.

Grant of this STA extension request will not result in an increased risk of
harmful interference. As noted above, Intelsat will operate only the above
listed TT&C frequencies during the continued drift, and will continue to
coordinate its TT&C transmissions with operators of satellites in the drift path.
Should any interference occur during the drift, Intelsat will take all reasonable
steps to eliminate such interference. Once on—station at 84.85° E.L., Intelsat
will operate the communications payload in conformance with its coordination
agreements related to the location.

For the reasons set forth herein, Intelsat respectfully requests that the
Commission grant this request.
