                          Dear Ms. Dortch:

                          On December 14, 2011, Phillip Spector, Kalpak Gude, Susan Crandall, and Jose
                          Albuquerque of Intelsat, and Jennifer Hindin, counsel for Intelsat, met with Robert
                          Nelson, Stephen Duall, Kathyrn Medley, and Jay Whaley of the Federal
                          Communications Commission’s International Bureau (“Bureau”) regarding the
                          above-referenced applications for authority to operate the Galaxy 26 satellite (call
                          sign S2469) at the 50.0° E.L. orbital location. The next day, December 15, 2011,
                          Kalpak Gude, Susan Crandall and Jose Albuquerque of Intelsat and Jennifer Hindin,
                          counsel for Intelsat, had a follow-on telephone conversation with Stephen Duall and
                          Kathyrn Medley of the Bureau.

                          Intelsat discussed that, as disclosed in recent applications for Special Temporary
                          Authority (“STA”), the Galaxy 26 satellite provides service to a U.S. military
                          customer in the Middle East region. The entire capacity of the satellite is used on a
                          daily basis to support multiple simultaneous unmanned aerial vehicle (“UAV”)
                          flights.1

                          Intelsat provided the Bureau with an update on the status of coordination
                          discussions with Al Yah Satellite Communications Company PrJSC (“Yahsat”).
                          Intelsat and the Bureau also discussed the relationship between the FCC licensing
                          process and the ITU coordination process.

                          Finally, the meeting included a technical discussion. Intelsat noted that the record
                          contains engineering information from both Intelsat and Yahsat.2 Intelsat also
                          discussed its compliance with the non-interference conditions of the STA under

which it has been operating and the distinction between potential and harmful
interference.
