The application of Intelsat License LLC (Intelsat), IBFS File No. SAT—STA—20111118—00223, is
granted. Accordingly, Intelsat is authorized for a period of 30 days, commencing December 1,
2011, to operate Telemetry, Tracking, and Telecommand (TT&C) operations with the Galaxy 12
space station (Call Sign $2422) necessary to effect the drift of the space station from the 132.9°
W.L. orbital location to the 129.0° W.L. orbital location and to maintain Galaxy 12 at 129.0°
W.L., using the following center frequencies: 4198 MHz and 4199.875 MHz (left—hand circular
or vertical polarization/space—to—Earth); and 6424.5 MHz (right—hand circular or horizontal
polarization/Earth—to—space). Additionally, Intelsat is granted authority to provide Fixed—Satellite
Service while located at the 129.0° W.L. orbital location on a temporary basis using the 3700—
4200 MHz (space—to—Earth) and 5925—6425 MHz (Earth—to—space) frequency bands. This
authorization shall be in accordance with the technical specifications set forth in Intelsat‘s
application, Federal Communications Commission (Commission) rules, and the following
conditions:

        1.      All operations of Galaxy 12 during the drift to and operation at the 129.0° W.L. orbital
location shall be on an unprotected and non—harmful interference basis, i.e., Intelsat shall not cause
harmful interference to, and shall not claim protection from interference caused to it by, any other
lawfully operating station.

       2.     In the event of any harmful interference during Galaxy 12 ‘s drift to or operation at the
129.0° W.L. orbital location, Intelsat shall cease operations immediately upon notification of such
interference, and shall inform the Commission, in writing, immediately of such an event.

        3.      During the drift between the 132.9° W.L. orbital location and the 129.0° W.L. orbital
location, Intelsat may not operate Galaxy 12‘s communications payload.

       4.      Intelsat shall operate Galaxy 12 at the 129.0° W.L. orbital location in accordance with
any existing coordination agreements for this location.

        5.     While at the 129.0° W.L orbital location, Intelsat shall maintain the Galaxy 12 space
station with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.

        6.     Intelsat shall comply with the power levels specified in Section 25.212 of the
Commission‘s rules, unless it coordinates any operations using power levels exceeding the levels in
Section 25.212 with all potentially affected adjacent satellites within 6 degrees orbital separation off the
129.0° W. L. orbital location. Intelsat shall inform the Commission of the power levels it has
coordinated. In addition, Intelsat must inform all affected earth station operators that Section 25.220 of
the Commission‘s rules applies to operations that exceed the power levels specified in Section 25.212.
In no event shall the uplink input power spectral density level of Galaxy 12‘s digital carriers exceed —
38.7 dBW/Hz into the antenna and the downlink EIRP density of such carriers exceed —30.6 dBW/Hz.

       7.     Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely at Intelsat‘s own risk.

        8.      Grant of this authorization is without prejudice to any determination that the Commission
may make regarding Intelsat‘s pending application to modify the authorization of the Galaxy 12 space
station in order to re—locate it to the 129.0° W.L. orbital location (IBFS File No. File No. SAT—MOD—
20111011—00197).

        9.    Grant of this authorization does not constitute "specific authority" pursuant to 25.161(c)
of the Commission‘s rules.

        10.     This grant of special temporary authority is without prejudice (1) to any decision with
respect to any replacement expectancy at the 129.0° W.L. orbital location, or (2) any action on the
Petition for Specific Authority Under Section 25.161(c) filed by Intelsat North America LLC on June
28, 2010, to retain authority to use C— and Ku—band frequencies at the 129.0° E.L. orbital location (SAT—
MSC—20100628—00160).

       11.     This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective immediately.

           Dear Ms. Dortch:

           Intelsat License LLC ("Intelsat") herein requests Special Temporary
           Authority ("STA")‘ for 30 days beginning December 1, 2011 to drift
           Galaxy 12 (call sign $2422) from 132.9° W.L. to 129.0° W.L. and begin
           operating at 129.0° W.L. Intelsat has a pending application for permanent
           authority to redeploy Galaxy 12 to 129.0° W.L., where it will operate in the
           C—band."
           Galaxy 12 is currently licensed to operate at 132.9° W.L.* Upon receipt of
           Commission approval, Galaxy 12 will be relocated to 129.0° W.L. — where
           the satellite was to have been redeployed in early 2010 until Intelsat instead
           moved it to 133.0° W.L. in response to the Galaxy 15 anomaly. Intelsat
           expects to have Galaxy 12 on—station at 129.0° W.L. within two to three
           weeks of beginning the drift.

           During the drift of Galaxy 12 from 132.9° W.L. to 129.0° W.L., Intelsat
           will utilize only the satellite‘s TT&C frequencies and will follow industry


           ‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00
           filing fee electronically via the International Bureau‘s Filing System.

practices for coordinating TT&C transmissions during the relocation
process.

The specific TT&C frequencies are as follows:

Uplink:

6424.5 MHz (RHCP), (H)

Downlink:

4198 MHz (LHCP), (V)
4199.875 MHZ (LHCP), (V)

The specific communications frequencies are as follows:

3700—4200 MHz (space—to—Earth)
5925—6425 MHz (Earth—to—space)

Intelsat requests that the waiver of Section 25.283(c) of the Commuission‘s
rules continues to apply at the 129.0° W.L. orbital location.*

Grant of this STA request is in the public interest because it will allow
Intelsat to begin drifting Galaxy 12 and operating the satellite at 129.0°
W.L. while the Commission completes its consideration of the pending
application for permanent authority. In addition, grant will ensure that the
129.0° W.L. location is occupied as quickly as possible following the
recent return of Galaxy 15 to full commercial operation at 133.0° W.L.*
Intelsat understands and accepts that a grant of this STA would not
prejudge the Commuission‘s determination of Intelsat‘s request to operate
Galaxy 12 at 129.0° W.L. on a permanent basis, and that operation
pursuant to this STA is at Intelsat‘s risk.

Grant of this STA request will not result in increased risk of harmful
interference. As noted above, Intelsat will operate only the above listed
TT&C frequencies during the drift, and will coordinateits TT&C
transmissions with operators of satellites in the drift path. Should any
interference occur during the drift, Intelsat will take all reasonable steps to
eliminate such interference. Once on—station at 129.0° W.L., Intelsat will
operate the communications payload in conformance with its coordination
agreements related to the location.

Intelsat has assessed and limited the probability of the space station
becoming a source of debris as a result of collision with large debris or
other operational space stations. Galaxy 12 will not be located at the same
orbital location as another satellite or at an orbital location that has an
overlapping station—keeping volume with another satellite. Further, Intelsat
is not aware of any other FCC licensed system, or any other system applied
for and under consideration by the FCC, having an overlapping station—
keeping volume with Galaxy 12 at 129.0° W.L. Finally, Intelsat is not
awareof any system with an overlapping station—keeping volume with
Galaxy 12 at 129.0° W.L. that is the subject of an ITU filing and that is
either in orbit or progressing towards launch.

For the reasons set forth herein, Intelsat respectfully requests that the
Commission expeditiously grant this request.
