       The request of SES Americom, Inc. (SES), IBFS File No. SAT—STA—20111014—00202
for special temporary authority to operate the C—band transponder channel 8 of the SES—2
spacecraft (Call Sign $2826) in the 6067—6103 MHz (Earth—to—space) and 3842—3878 MHz
(space—to—Earth) frequency bands during the drift between 83° W.L. and 87° W.L. orbital
locations, is GRANTED. Accordingly, SES is authorized for 7 days commencing October 21,
2011, to operate the C—band transponder channel 8 of the SES—2 spacecraft during the drift
between 83° W.L. and 87° W.L. orbital locations. These operations are authorized in accordance
with the technical specifications set forth in SES‘s application, Federal Communications
Commission (Commission) rules, and the following conditions:

       1.      All conditions applied to SAT—STA—20110726—00133 continue to apply except as
modified herein.
         2.     All operations of the C—band transponder during the drift between 83° W.L. and
87° W.L. orbital locations shall be on unprotected and non—harmful interference basis, i.e., SES
shall not cause harmful interference to, and shall not claim protection from, interference caused
to it by any other lawfully operating station.
       3.      In the event of any harmful interference during these operations, SES shall cease
operations immediately upon notification of such interference, and shall inform the Commission,
in writing, immediately of such an event.
       4.     During the drift between 83° W.L. and 87° W.L. orbital locations, SES may only
operate Channel 8 of the C—band transponder with a maximum power flux density of —164.3
dBW/m°/4kHz.
       5.      SES shall inform Star One of the date and orbital location at which Channel 8 of the
C—band transponder will be turned on.
        6.     Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at SES‘s own risk.
