Attachment to Grant Intelsat License LLC IBFS File No. File No. SAT—STA—20111011—00198 Call Sign $2423 The application of Intelsat License LLC (Intelsat), IBFS File No. SAT—STA—20111011—00198, is granted. Accordingly, Intelsat is authorized, for a period of 60 days commencing on December 1, 2011, to conduct Telemetry, Tracking, and Telecommand (TT&C) operations with the Horizons 2 space station (Call Sign $2423) necessary to begin the drift of the Horizons 2 space station from the 74.05° W.L. orbital location to the 84.85° E.L. orbital location using the following Ku—band frequencies: 12196.0 MHz and 12198.625 MHz (horizontal or right—hand polarization/space—to—Earth); 14000.5 MHz (Horizontal or left—hand circular polarization/Earth— to—space) and 14499.5 MHz (Vertical or left—hand circular polarization/Earth—to—space). These operations are authorized in accordance with the technical specifications set forth in Intelsat‘s application and the Commission‘s rules, and are subject to the following conditions: 1. All operations shall be on an unprotected and non—harmful interference basis, i.e., Intelsat shall not cause harmful interference to, and shall not claim protection from interference caused to it by, any other lawfully operating station. 2. In the event of any harmful interference caused by Horizons 2‘s operations during the drift to the 84.85° E.L. orbital location, Intelsat shall cease operations immediately upon notification of such interference, and shall inform the Commission, in writing, immediately of such an event. 3. This authorization is limited to TT&C operations only, and Intelsat is not authorized to operate Horizons 2‘s communications payload. 4. Intelsat shall maintain full operational control of Horizons 2 at all times. 5. Any action taken or expense incurred as a result of operations pursuant to this special temporary authority is solely at Intelsat‘s own risk. 6. Intelsat shall notify the Chief, Satellite Division, in writing, of the date that the Horizons 2 space station departs the 74° W.L. orbital location within three business days of the departure date. 7. Grant of this authorization does not constitute a finding pursuant to Section 25.161(c) of the Commission‘s rules. 8. Grant of this authorization is without prejudice to any decision regarding Intelsat‘s ability to file an application for authorization to operate a replacement space station in the 11.7— 12.2 GHz (space—to—Earth) and 14.00—14.50 GHz (Earth—to—space) frequency band frequency bands at the 74° W.L. orbital location. Grant of this authorization does not constitute an announcement that these frequencies are available for reassignment. 9. Grant of this authorization is without prejudice to any determination that the Commission may make regarding Intelsat‘s pending application for permanent operations of the Horizons 2 space station at the 84.5° E.L. orbital location (IBFS File No. SAT—MOD—20110928—00190). 10. Intelsat is afforded 30 days from the date of release of this grant and authorization to decline this authorization as conditioned. Failure to respond within this period will constitute formal acceptance of the authorization as conditioned.

Washington, D.C. 20554 INTELSAT Re: Request for Special Temporary Authority to Drift Horizons 2 Call Sign: S2423 Dear Ms. Dortch: Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for 60 days, commencing November 15, 2011, to begin drifting its Horizons 2 satellite from its current location of 74.05° W.L. to 84.85° E.L. Intelsat has a pending request to modify the license of Horizons 2 to authorize its permanent operation at $4.85° E.L." In its pending modification application, Intelsat requests Commussion approval to relocate Horizons 2 starting December 2011 and begin operating the satellite at that location in February/March 2012." Traffic transition from Horizons 2 to other satellites is proceeding more quickly than anticipated, however, which will allow Intelsat to begin drifting the satellite starting November 15, 2011. During the drift of Horizons 2 from 74.05° W.L. to 84.85° E.L., Intelsat will utilize only the satellite‘s TT&C frequencies and will coordinate the drift with all potentially affected operators. The specific TT&C frequencies are as follows: Uplink: 14000.5 MHz (H or LHCP) and 14499.5 MHz (V or LHCP) ‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00 filing fee electronically via the International Bureau‘s Filing System. Dortch October 11, 2011 Page 2 Downlink: 12196.0 MHz and 12198.625 MHz (H or RHCP) Grant of this STA request will serve the public interest by allowing Intelsat to begin drifting Horizons 2 earlier, thus allowing the satellite to drift more _slowly. This, in turn, preserves fuel, which results in a longer operational life for the satellite to serve customers at 84.85° E.L. In addition, grant of this STA request will not result in increased risk of harmful interference. As noted above, Intelsat will operate only the above listed TT&C frequencies during the drift, and will coordinate its TT&C transmissions with operators of satellites in the drift path. Should any interference occur during the drift, Intelsat will take all reasonable steps to eliminate such interference.
