             Dear Ms. Dortch:

                             In accordance with the Special Temporary Authority (“STA”) granted in the
             above-referenced matter, please be advised that, on November 19, 2011 EST, ViaSat, Inc.
             (“ViaSat”) commenced the relocation of ViaSat-1 from 109.2º W.L. to 115.1º W.L. Subject to
             the receipt of the STA sought in IBFS File No. SAT-STA-20111114-00216, ViaSat proposes to
             continue testing of the ViaSat-1 satellite at 115.1º W.L.
