The request of Intelsat License LLC (Intelsat) for special temporary authority, IBFS File No.
SAT—STA—20110915—00183, is granted. Accordingly, Intelsat is authorized, for a period of 30
days commencing on October 20, 2011, to conduct Telemetry, Tracking, and Command (TT&C)
operations with the Galaxy 12 space station (Call Sign 2422) to drift the Galaxy 12 space station
from its current orbital position of 133.0° W.L. to the 132.9° W.L. orbital location and to
maintain the Galaxy 12 space station at that location, using the following frequencies: 6424.5
MHz (right—hand circular polarization/Earth—to—space) and 6424.5 MHz (vertical
polarization/Earth—to—space); 4198 MHz (left—hand circular polarization/space—to—Earth) and 4198
MHz (horizontal polarization/space—to—Earth); 4199.875 MHz (left—hand circular
polarization/space—to—Earth) and 4199.875 MHz (horizontal polarization/space—to—Earth). In
addition, Intelsat is authorized to operate Galaxy 12 as an in—orbit spare at the 132.9° W.L.
orbital location in the 3700—4200 MHz (space—to—Earth) and 5925—6425 MHz (Earth—to—space)
frequency bands. This authorization shall be in accordance with the technical specifications set
forth in Intelsat‘s application, Federal Communication Commission (Commission) rules, and the
following conditions:
         1.     All operations during Galaxy 12‘s drift between the 133.0° W.L. and 132.9° W.L.
orbital locations and operations at the 132.9° W.L. orbital location as an in—orbit spare shall be on
an unprotected and non—harmful interference basis, i.e., the Galaxy 12 space station shall not
cause harmful interference to, and shall not claim protection from interference caused to it by,
any other lawfully operating station. In the event of any harmful interference, Intelsat shall cease
operations immediately upon notification of such interference, and shall inform the Commission,
in writing, immediately of such an event.
        2.     During the drift between the 133.0° W.L. and 132.9° W.L orbital locations,
Intelsat may not operate Galaxy 12‘s communications payload.
        3.      Intelsat may activate the communications payloads for the Galaxy 12 space
station in the 3700—4200 MHz (space—to—Earth) and 5925—6425 MHz (Earth—to—space) frequency
bands in the event of a service outage of an operational space station.
        4.       In the event Intelsat activates the communications payload of the Galaxy 12 space
station, Intelsat must notify the Commission, in writing, of such activation within three business
days of the start of the activation.
       5.      This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

           Dear Ms. Dortch:

           Intelsat License LLC ("Intelsat") herein requests Special Temporary Authority
           ("STA")‘ for 30 days commencing October 20, 2011 to drift Galaxy 12 from
           133.0° W.L. to 132.90° W.L. and operate the satellite at that location for
           approximately two months."

           Galaxy 12 currently is located at 133.0° W.L.* With FCC approval, Intelsat
           expects to begin drifting Galaxy 15 (call sign $2387) from 133.10° W.L. to
           133.0° W.L. on October 1, 2011 and have that satellite on—station at 133.0°
           W.L. approximately two to three weeks later.* The Galaxy 12 and Galaxy 15
           satellites will be temporarily co—located at 133.0° W.L. and traffic will be
           transferred from Galaxy 12 to Galaxy 15. Subject to FCC approval, Galaxy 12
           will then drift to 132.90° W.L., where it will operate as an in—orbit spare until
           mid—December 2011. Thereafter, and subject to receipt of FCC approval,
           Galaxy 12 will be relocated to 129° W.L."

           During the drift of Galaxy 12 from 133.0° W.L. to 132.90° W.L. and while
           operating at 132.90° W.L., Intelsat will utilize only the satellite‘s TT&C
           frequencies and will follow industry practices for coordinating TT&C




           ‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00 filing fee
           electronically via the International Bureau‘s Filing System.

transmissions during the relocation process.° The specific TT&C frequencies
are as follows:

Intelsat requests that the waiver of Section 25.283(c) of the Commission‘s rules
continues to apply at the 132.90° W.L. orbital location.‘

Grant of this STA request will serve the public interest by facilitating safe
station—keeping at the nominal 133.0° W.L. orbital location. Moreover, grant of
this STA will enable Intelsat to ensure all customer demands are satisfied at the
nominal 133.0° W.L. location.

Grant of this STA request will not result in an increased risk of harmful
interference. As noted above, during the drift of Galaxy 12 from 133.0° W.L. to
132.90° W.L. and while operating at 132.90° W.L., Intelsat will utilize only the
satellite‘s TT&C frequencies and will follow industry practices for coordinating
TT&C transmissions during the relocation process. Moreover, at 132.90° W.L.,
Intelsat will continue to operate the TT&C frequencies in conformance with
Intelsat‘s coordination agreements related to that location.

Intelsat has assessed and limited the probability of the space station becoming a
source of debris as a result of collision with large debris or other operational
space stations. Galaxy 12 will not be located at the same orbital location as
another satellite or at an orbital location that has an overlapping station—keeping
volume with another satellite. Further, Intelsat is not aware of any other FCC
licensed system, or any other system applied for and under consideration by the
FCC, having an overlapping station—keeping volume with Galaxy 12 at 132.90°
W.L. Finally, Intelsat is not aware of any system with an overlapping station—

° Intelsat will seek all necessary authority if the Galaxy 12 satellite is needed to
provide service using the satellite‘s communications frequencies at the 132.90°
W.L. orbital location.

keeping volume with Galaxy 12 at 132.90° W.L. that is the subject of an ITU
filing and that is either in orbit or progressing towards launch.
