The request of Intelsat License LLC (Intelsat) for special temporary authority (STA), IBFS File No.
SAT—STA—20110915—00182, to perform in—orbit testing of the Intelsat 18 space station (Call Sign
$2817) at the 176.0° E.L. orbital location is granted for a period of 30 days, commencing on October 14,
2011. Accordingly, Intelsat is authorized to operate the communications payload on Intelsat at the 176.0°
E.L. orbital location in the following frequency bands: 3700—4200 MHz (space—to—Earth), 5925—6425
MHz (Earth—to—space), 10950—1 1200 MHz, 11450—1 1700 MHz, and 12250—12750 MHz (space—to—Earth),
and 14000—14500 MHz (Earth—to—space). Additionally, Intelsat is authorized to operate Telemetry,
Tracking, and Telecommand (TT&C) on Intelsat 18 both to support testing operations at the 176.0° E.L.°
E.L. orbital location, and to effect Intelsat 18‘s drift to its authorized location of 180.0° E.L. at the
completion of in—orbit testing, using the following center frequencies: 3947.5 MHz, and 3952.5 MHz
(space—to—Earth); 6173.7 MHz and 6176.3 MHz (Earth—to—space). This authorization is granted subject to
the technical parameters specified in Intelsat‘s application, the rules of the Federal Communication
Commission (Commission), and the following conditions.
1.   All operations shall be on an unprotected and non—harmful interference basis, i.e., Intelsat 18 shall not
     cause harmful interference to, and shall not claim protection from interference caused to it by, any
     other lawfully operating radiocommunication system.

2.   In the event of any harmful interference as a result of the operations of Intelsat 18 at the 176.0° E.L.
     orbital location or during its drift to the 180.0° E.L. orbital location, Intelsat shall cease operations
     immediately upon notification of such interference and shall inform the Commission immediately, in
     writing, of such an event.

3.   Intelsat shall coordinate the operations of Intelsat with existing geostationary satellites to ensure that
     no unacceptable interference results from its operations at the 176.0° E.L. orbital location.

4.   Operations under this grant of special temporary authority are for in—orbit testing purposes only and
     shall not include provision of commercial service.

5.   Intelsat shall operate only the TT&C frequencies on Intelsat 18 during the space station‘s drift from
     the 176.0° E.L. orbital location to the 180.0° E.L. orbital location.

6.   During the in—orbit testing period, Intelsat shall maintain the Intelsat space station within an east/west
     longitudinal station—keeping tolerance of + 0.05 degrees of the 176.0° E.L. orbital location.

7.   Intelsat is afforded 30 days from the date of release of this grant and authorization to decline this
     authorization as conditioned. Failure to respond within this period will constitute formal acceptance
     of the authorization as conditioned.

8.   This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47
     C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under Section 1.106 or
     applications for review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115,
     may be filed within 30 days of the date of the public notice indicating that this action was taken.

Intelsat License LLC herein requests a grant of Special Temporary Authority for 30 days,                       from
October 14,        2011 through November 12,   2011,   to conduct    in—orbit testing of   Intelsat      18   (call   sign
$2817)    at     176.0 E.L.   in the bands 3700—4200 MHz   (downlink),    5925—6425 MHz    ({uplink),    10950—11200
MHz,   11450—11700 MHz,       and 12250—12750 MHz   (downlink),     and 14000—14500 MHz    (uplink)     and to drift
the satellite to its permanent location of 180.0 E.L.

INTELSAT.   Re:         Request for Special Temporary Authority to Conduct In—Orbit Testing
                        of Intelsat 18; Call Sign: $2817

            Dear Ms. Dortch:

            Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary
            Authority ("STA")‘ for 30 days, from October 14, 2011 through November 12,
            2011, to conduct in—orbit testing ("IOT") of Intelsat 18 (call sign $2817) at
            176.0° E.L. in the bands 3700—4200 MHz (downlink), 5925—6425 MHz
            (uplink), 10950—1 1200 MHz, 11450—1 1700 MHz, and 12250—12750 MHz
            (downlink), and 14000—14500 MHz (uplink) and to drift the satellite to its
            permanent location of 180.0° E.L." Intelsat 18 currently is scheduled to be
            launched on October4, 2011. In support of its request, Intelsat submits the
            following information.

            During in—orbit testing of Intelsat 18, Intelsat will operate in the above
            referenced C— and Ku—bands. Intelsat currently is in the process of
            coordinating the planned in—orbit testing of Intelsat 18 with all operators of
            satellites operating co—frequency up to six degrees away from 176.0° E.L.
            Specifically, Intelsat is coordinating the proposed testing with Inmarsat, the
            operator of the Inmarsat 3 F—3 satellite at 178.0° E.L. and with GE Holdings,
            the operator of the GE 23 satellite at 172.0° E.L. Intelsat will internally
            coordinate the proposed testing with its own Intelsat 701 satellite at 180.0°
            E.L. and Intelsat 602 satellite at 177.85° E.L. In the unlikely event that
            harmful interference occurs, Intelsat will take all necessary steps to eliminate
            the interference.

            Intelsat has assessed and limited the probability of the space station becoming
            a source of debris as a result of collision with large debris or other operational
            space stations during in—orbit testing at 176.0° E.L. Intelsat 18 will not be

            fee electronically via the International Bureau‘s Filing System.

            drift from 176.0° E.L. to 180.0° E.L., only the satellite‘s TT&C frequencies
            will be utilized.

located at the same orbital location as another satellite or at an orbital location
that has an overlapping station—keeping volume with another satellite, Further,
Intelsat is not aware of any other FCC licensed system, or any other system
applied for and under consideration by the FCC, having an overlapping station—
keeping volume with Intelsat 18. Finally, Intelsat is not aware of any system
with an overlapping station—keeping volume with Intelsat 18 that is the subject
of an ITU filing and that is either in orbit or progressing towards launch.

The in—orbit testing of Intelsat 18 at 176.0° E.L. is a critical step in ensuring
that the satellite will befully operational at 180.0° E.L. This, in turn, will
ensure continuity of service to customers at the 180.0° E.L. location, and
thereby promotes the public interest.

For the reasons set forth herein, Intelsat respectfully requests that the
Commission grant this request.
