The application of Intelsat License LLC (Intelsat) for special temporary authority, IBFS File No.
SAT—STA—20110316—00055, is GRANTED. Accordingly, Intelsat is authorized, for a period of
180 days, to continue to conduct Telemetry, Tracking, and Telecommand (TT&C) operations
with the Intelsat 709 space station (Call Sign $2396) necessary to drift Intelsat 709 from the
54.85° E.L. orbital location to the 72.1° E.L. orbital and to maintain Intelsat 709 at the 72.1° E.L.
location using the following center frequencies: 6173.7 MHz, 6176.3 MHz (left—hand circular
polarization/Earth—to—space); 3947.5 MHz, 3948.0 MHz, 3952.5 MHz, and 3952.0 MHz (right—
hand circular polarization/space—to—Earth). Additionally, Intelsat is granted authority to operate
the communications payload on Intelsat 709 to provide Fixed—Satellite Service at the 72.1° E.L.
orbital location on a temporary basis in the following frequency bands: 3700—4200 MHz (space—
to—Earth), 5925—6425 MHz (Earth—to—space), 10950—1 1200 MHz, 11450—1 1700 MHz, and 12500—
12750 MHz (space—to—Earth), and 14000—14500 MHz (Earth—to—space).‘
This authorization shall be in accordance with the technical specifications set forth in Intelsat‘s
application, Federal Communications Commission (Commission) rules, and is subject to the
following conditions:
1.     All operations during the drift to, and during operations at, the 72.1° E.L. orbital location
shall be on an unprotected and non—harmful interference basis, i.e., Intelsat shall not cause
harmful interference to, and shall not claim protection from, interference caused to it by any
other lawfully operating station.

2.       In the event of any harmful interference during Intelsat 709‘s drift to, and during
operations at, the 72.1° E.L. orbital location, Intelsat shall cease operations immediately upon
notification of such interference, and shall inform the Commission, in writing, immediately of
such an event.

3.      Intelsat shall not operate Intelsat 709‘s communications payload during the drift to the
72:1° E.L. orbital location.

4.       Intelsat shall maintain full operational control of Intelsat 709 at all times.

5.      Intelsat shall operate Intelsat 709 at the 72.1° E.L. orbital location in accordance with any
existing coordination agreements for this location.

6.    In connection with the provision of service in any particular country, Intelsat is obliged to
comply with the applicable laws, regulations, rules, and licensing procedures of that country.

7.       While at the 72.1° E.L. orbital location, Intelsat shall maintain the Intelsat 709 space
station with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.



‘ Intelsat was granted special temporary authority, for a period of 30 days, to conduct TT&C operations necessary to
commence drifting the Intelsat 709 space station to the 72.1° E.L. orbital location. See IBFS File No. SAT—STA—
20110512—00089 (granted May 25, 2011). Intelsat‘s request for special temporary authority to operate the
communications payload on Intelsat 709 once the space station arrived at the 72.1° E.L. orbital location was
dismissed without prejudice, since Intelsat stated that Intelsat 709 was not expected to arrive at 72.1° E.L. until mid—
July 2011, which was outside of the requested 30—day STA period . Id4.

8.      Intelsat‘s request that the Part 25 technical waivers previously granted to the Intelsat 709
space station, Sections 25.202(g), 25.210(a)(1), 25.210(a)(3), 25.210(c), 25.210(i), and 25.211(a)
of the Commission‘s rules, 47 C.F.R. §§ Sections 25.202(g), 25.210(a)(1), 25.210(a)(3),
25.210(c), 25.210(i), and 25.211(a), continue to apply to the temporary operations at the 72.1°
E.L. orbital location, is granted. See Intelsat LLC, Memorandum Opinion and Order, 15 FCC
Red 15460 (2000), recon. denied, 15 FCC Red 25234 (2000).

9.     Intelsat‘s use of the 10.95—11.2 GHz and 11.45—11.7 GHz bands is subject to footnote
US211 to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106, US211, which
urges applicants for airborne or space station assignments to take all practicable steps to protect
radio astronomy observations in the adjacent bands from harmful interference, consistent with
footnote US74.

10.    Intelsat‘s operation of the Intelsat 709 space station in the 10.95—11.2 GHz and 11.45—
11.7 GHz bands is limited to international operations in accordance with footnote NG 104 to the
United States Table of Frequency Allocations, 47 C.F.R. § 2.106, NG 104, and footnote 2 of
Section 25.202(a)(1) of the Commission‘s rules, 47 C.F.R. § 25.202(a)(1).

11.     Use of the 12.50—12.75 GHz frequency bands is not permitted for Fixed—Satellite Service
in the space—to—Earth direction in Region 2.

12.    Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely at Intelsat‘s own risk.

13.    Grant of this authorization is without prejudice to any determination that the Commission
may make regarding Intelsat‘s pending application to relocate the Intelsat 709 space station from
the 54.85° E.L. orbital location to the 72.1° E.L. orbital location (IBFS File No.
SAT—MOD—20110428—00081).

14.     This grant of special temporary authority is without prejudice (1) to any decision with
respect to any replacement expectancy at the 72.1° E.L. orbital location, or (2) any action on the
Petition for Specific Authority Under Section 25.161(c) filed by PanAmSat Licensee Corp. on
April 5, 2010, to retain authority to use C— and Ku—band frequencies at the nominal 72° E.L.
orbital location (IBFS File No. SAT—MSC—20100405—00117).

15.      This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under
Section 1.106 or applications for review under Section 1.115 of the Commission‘s rules, 47
C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of the public notice indicating
that this action was taken.

Temporary Authority for 180 days beginning May 15,     2011 to drift Intelsat 709   (call sign $2396)
from 54.85 E.L.   to 72.10 E.L.   and begin operating at 72.10 E.L.   At 72.10 E.L.,   Intelsat 709 will
provide station—kept service continuity to Intelsat 706 customers when the latter satellite is
placed in inclined orbit.

           Dear Ms. Dortch:

           Intelsat License LLC (formerly known as Intelsat North America LLC)
           ("Intelsat") herein requests Special Temporary Authority ("STA")‘ for 180
           days beginning May 15, 2011 to drift Intelsat 709 (call sign $2396) from
           54.85° E.L. to 72.10° E.L. and begin operating at 72.10° EL. At 72.10° EL.,
           Intelsat 709 will provide station—kept service continuity to Intelsat 706
           customers when the latter satellite is placed in inclined orbit.

           Intelsat 709 is currently authorized to operate at 54.85° E.L. pursuant to the
           ITU filings of the Indian Administration." Following traffic transfer from
           Intelsat 709 to other satellites, Intelsat 709 will be relocated to 72.10° E.L.
           Intelsat 706, which currently operates at the 72.10° E.L. location," must be
           placed in inclined orbit sooner than originally expected." Accordingly, Intelsat
           709 is being redeployed to 72.10° E.L. in order to provide continuity of service
           to customers requiring station—kept capacity at that location. Subject to receipt
           of FCC approval, Intelsat expects to begin drifting Intelsat 709 on May 15,
           2011 and have the satellite on—station at 72.10° E.L. in early July 2011.

During the drift of Intelsat 709 from 54.85° E.L. to 72.10° E.L., Intelsat will
utilize only the satellite‘s TT&C frequencies and will follow industry practices
for coordinating TT&C transmissions during the relocation process. The
specific TT&C frequencies are as follows:

Uplink:

6173.7 MHz (LHCP)
6176.3 MHz (LHCP)
Downlink:

3947.5 MHz (RHCP)
3948.0 MHz (RHCP)
3952.5 MHz (RHCP)
3952.0 MHz (RHCP)
Once located at 72.10° E.L., Intelsat will operate the satellite‘s
communications frequencies, as follows:

Downlink:

3700—4200 MHz
10950—11200 MHz
11450—11700 MHz
12500—12750 MHz

Uplink:

5925—6425 MHz
14000—14500 MHz

Grant of this STA request is in the public interest because it will allow Intelsat
to ensure continuity of station—kept service at the 72.10° E.L. location.®
Intelsat expects to have a new satellite — Intelsat 22 —launched to 72.10° E.L.
in the first or second quarter of 2012.

° The frequency band 11700—1 1950 MHz is also on Intelsat 709, but will not be
utilized at 72.10° E.L.
* As noted above, all customers operating on Intelsat 709 at 54.85° E.L. at the
time of the planned redeployment to 72.10° E.L. will be accommodated on
other satellites prior to the satellite‘s drift.

Grant of this STA request will not result in increased risk of harmful
interference. As noted above, Intelsat will operate only the above listed TT&C
frequencies during the drift, and will coordinate its TT&C transmissions with
operators of satellites in the drift path. Should any interference occur during
the drift, Intelsat will take all reasonable steps to eliminate such interference.
Once on—station at 72.10° E.L., Intelsat will operate the communications
payload and TT&C frequencies in conformance with Intelsat‘s sister company
—— PanAmSat Licensee Corp.‘s —— coordination agreements regarding the
nominal 72.0° E.L. orbital location.

Intelsat has assessed and limited the probability of the space station becoming
a source of debris as a result of collision with large debris or other operational
space stations. Except for Intelsat 706, Intelsat 709 will not be located at the
same orbital location as another satellite or at an orbital location that has an
overlapping station—keeping volume with another satellite.‘ Further, Intelsat is
not aware of any other FCC licensed system, or any other system applied for
and under consideration by the FCC, having an overlapping station—keeping
volume with Intelsat 709. Finally, Intelsat is not aware of any system with an
overlapping station—keeping volume with Intelsat 709 that is the subject of an
ITU filing and that is either in orbit or progressing towards launch.

Intelsat also requests that the Part 25 waivers originally granted to the Intelsat
709 spacecraft continue to apply at the 72.10° E.L. location, namely, the
waivers of Sections 25.202(g), 25.210(a)(1), 25.210(a)(3), 25.210(c), 25.210(i)
and 25.211(a) of the Commission‘s rules.




‘ Intelsat 709 and Intelsat 706 will be operated in the same station—keeping box.
