The application of Intelsat License LLC (formerly PanAmSat Licensee Corp.)(Intelsat) for
special tem?orary authority, IBFS File No. SAT—STA—20110110—00009, is granted for a period
of 30 days." Accordingly, Intelsat is authorized for a period of 30 days, commencing June 15,
2011, to conduct Telemetry, Tracking, and Telecommand (TT&C) operations necessary to
operate the Intelsat 3R space station (Call Sign PAS—2R) at the 81.0° W.L. orbital location using
the following frequencies:

                  Earth—to—space: 6424.5 MHz (horizontal polarization), 5925.5. MHz (horizontal
                  polarization)

                  space—to—Earth: 4198.5 MHz (horizontal and vertical polarization), 4199 MHz
                  (horizontal and vertical polarization)

In addition, Intelsat is authorized to provide Fixed—Satellite Service for a period of 30 days via
the Intelsat 3R space station from the 81.0° W.L. orbital location in accordance with International
Telecommunication Union (ITU) filings of the Administration of Argentina in the following
frequency bands: 3700—4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—space), 11.7—12.2
GHz (space—to—Earth), and 14.0—14.5 GHz (Earth—to—space). These operations are authorized in
accordance with the technical specifications set forth in PanAmSat‘s application, the Federal
Communication Commission‘s rules, and the following conditions:

1.       All operations shall be on an unprotected and non—harmful interference basis, i.e., Intelsat
shall not cause harmful interference to, and shall not claim protection from interference caused to
it by, any other lawfully operating station.

2.       In the event of any harmful interference, Intelsat shall cease operations immediately upon
notification of such interference, and shall inform the Commission, in writing, immediately of
such an event.

3.       Intelsat shall maintain full operational control of Intelsat 3R at all times.

4.     While at the 81.0° W.L. orbital location, Intelsat shall maintain the Intelsat 3R spacecraft
with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.

5.       This authorization is issued on the express understanding that, to the extent Intelsat and
its affiliated companies, pursuant to any arrangement with EMPRESA ARGENTINA DE
SsOLUCIONES SATELITALES SOCIEDAD ANONIMA AR—SAT, and its affiliated
companies, will conform its operations to any parameters agreed to in coordination agreements


‘ Although Intelsat sought special temporary authority to continue to operate Intelsat 3R at the 81.0° W.L. orbital
location for a period of 180 days, Intelsat has been granted authority to dispose of the Intelsat 3R space station in
July 2011. See IBFS File No. SAT—STA—20110503—00083 (grant stamp, dated June 15, 2011). Accordingly, we
find that a grant of 30 days is more consistent with the actual remaining operations of Intelsat 3R at 81.0° W.L. The
operations of Intelsat 3R at 81.0° W.L. from January 30, 2011, through June 15, 2011, are addressed through a series
of separate 30—day STA requests. See IBFS File Nos. SAT—STA—20110223—00032, SAT—STA—20110325—00063,
SAT—STA—20110426—00078, and SAT—STA—20110519—00092.

between the Administration of Argentina and other Administrations, responsibility for both
compliance with, and enforcing compliance with, those arrangements and agreements is a matter
that would arise under private law.

6.      This authorization is issued with the understanding that this grant is not an approval of
any specific arrangement entered into by Intelsat, its subsidiaries and affiliates, nor of any
specific provision of any such arrangement concerning operation of the Intelsat 3R space station,
nor is this grant an approval of an arrangement/agreement concerning any related matter, nor of
any specific provision of any such arrangement/agreement concerning any related matter.

7.      This authorization is issued with the understanding that the United States remains the
licensing Administration of the Intelsat 3R space station and its communications payloads, for
purposes of ITU Radio Regulation 18.1, and that any operations of Intelsat 3R at the 81.0° W.L.
orbital location are pursuant to ITU Radio 4.4.

8.   _ This authorization is issued with the understanding that, with respect to its filings with
the ITU for the 81.0° W.L. orbital location, the Administration of Argentina is not acting
pursuant to Article 9 of the Radio Regulations on behalf of the United States Administration.

9.      This authorization is issued with the understanding that this grant does not in any way
express a view concerning, or agreement as to, the validity or lack of validity of any ITU filing at
or within the vicinity of the 81.0° W.L. orbital location.

10.    In connection with the provision of service in any particular country, Intelsat is obliged to
comply with the applicable laws, regulations, rules, and licensing procedures of that country.

11.     Grant of this authorization does not convey to Intelsat any authority to operate a space
station at the 81.0° W.L. orbital location beyond the term granted herein, nor any priority in the
United States satellite licensing process relative to applications for authority to operate a
regularly authorized satellite at this orbital position.

12.    Grant of this special temporary authorization does not constitute a finding pursuant to
Section 25.161(c) of the Commission‘s rules.

13.    Grant of this special temporary authorization is without prejudice to any decision
regarding Intelsat‘s ability to file an application for authorization to operate a replacement space
station in the 11.7—12.2 GHz, 12.5—12.75 GHz, and 14.0—14.5 GHz frequency bands at the 43°
W.L. orbital location. Grant of this special temporary authorization does not constitute an
announcement that these frequencies are available for reassignment.

14.    Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely at Intelsat‘s own risk.

15.    This authorization is not one relating to an "activity of a continuing nature" for purposes
of Section 1.62 of the Commission‘s rules, 47 C.F.R. § 1.62, and Section 558(c) of the

Administrative Procedure Act, 5 U.S.C. § 558(c). Continuation of operations beyond the term of
this authorization will require prior affirmative authorization by the FCC.

16.    This action is issued pursuant to the Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

PanAmSat Licensee Corp. herein requests a 180—day extension,         from March 1,   2011 through August 27,
2011,   of the Special Temporary Authority previously granted PanAmSat to operate Intelsat 3R         (call
sign PAS—2R)     temporarily at 81.0 W.L.   in accordance with the ITU filings of the Argentine
Administration in the C— and Ku—bands.        In addition,   PanAmSat seeks to extend the license term of
the Intelsat 3R satellite through July 31,       2011.

                Dear Ms. Dortch:

                PanAmSat Licensee Corp. ("PanAmSat®") herein requests a 180—day °
                extension—from March 1, 2011 through August 27, 2011—of the
                Special Temporary Authority ("STA")‘ previously granted PanAmSat
                to operate Intelsat 3R (call sign PAS—2R) temporarily at 81.0° W.L. in
                accordance Wlth the Argentine Administration‘s ITU filings in the C—
                and Ku—bands." In addition, PanAmSat seeks to extend the license term
                of the Intelsat 3R satellite through July 31, 2011. Given that the
                existing STA to operate Intelsat 3R at 81° W.L. expires on January 30,
              ~_2011,PanAmSat separatelywillfile a request for 30—day STA—from                                           ®
                January 31, 2011 through February 28, 2011—to avoid any lapsein
                authonty pending public notice of this 180—day STA request

                In 2009, the estimated fuel on the Intelsat 3R satellite resulted in a
                planned de—orbit date in early—to—mid 2010. PanAmSat has since
                extended the satellite‘s estimated End of Maneuver Life through July
                2011 after an annual fuel usage evaluation.

                 Grant of this STA extension request is in the publicinterest because it
                . will allow PanAmSat to continue to meet customer demand at 81.0°

        W.L. Continued operation of Intelsat 3R will also allow PanAmSat to
        maximize the utility of its in—orbit assets.

        Grant of this STA extension request will not result in increased risk of
        harmful interference. PanAmSat will continue operating the satellite‘s
        communications payload at $1.0° W.L. in accordance with Argentina‘s
        C— and Ku—band ITU filings.: PanAmSat incorporates by reference its
        previously—filed letters demonstrating its authority to operate Intelsat
        3R at 81.0° W.L.*

        PanAmSatalso seeks authority to extend the license term of the Intelsat
        3R satellitethrough July 31, 2011. The Intelsat 3R satelhte was
        launched and placed into service on February 1, 1996." Pursuant to the
        satellite‘s fifteen year license term, this authonzanon will expire on
        February 1, 201 1,°

       _ Grant of this application is consistent with the Commission‘s end—of—
         life rules. PanAmSat anticipates that Intelsat 3R has sufficient fuel to
         continue providing service to customers through July 31, 2011. At that
~————time;based —on—standard—industryfuel gaugingmethods, PanAmSat
       . anticipates having adequate fuel to de—orbit the Intelsat 3Rsatellite to a
         perigee altitude of 150 km above the geostationary arc. Finally, the       2.
         requested license extension of approximately six months for the Intelsat
         3R satellite is cons1stent with precedent for satellites that are
         performing well.‘
